Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: A comprehensive collection of the field's most provocative, influential new work Business Forecasting compiles some of the field's important and influential literature into a single, comprehensive reference for forecast modeling and process improvement. It is packed with provocative ideas from forecasting researchers and practitioners, on topics including accuracy metrics, benchmarking, modeling of problem data, and overcoming dysfunctional behaviors. Its coverage includes often-overlooked issues at the forefront of research, such as uncertainty, randomness, and forecastability, as well as emerging areas like data mining for forecasting. The articles present critical analysis of current practices and consideration of new ideas. With a mix of formal, rigorous pieces and brief introductory chapters, the book provides practitioners with a comprehensive examination of the current state of the business forecasting field. Forecasting performance is ultimately limited by the 'forecastability' of the data. Yet failing to recognize this, many organizations continue to squander resources pursuing unachievable levels of accuracy. This book provides a wealth of ideas for improving all aspects of the process, including the avoidance of wasted efforts that fail to improve (or even harm) forecast accuracy. Analyzes the most prominent issues in business forecasting Investigates emerging approaches and new methods of analysis Combines forecasts to improve accuracy Utilizes Forecast Value Added to identify process inefficiency The business environment is evolving, and forecasting methods must evolve alongside it. This compilation delivers an array of new tools and research that can enable more efficient processes and more accurate results. Business Forecasting provides an expert's-eye view of the field's latest developments to help you achieve your desired business outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: Revenue and expenditure forecasting plays an important role in public budgeting and financial management, particularly during times of financial constraint, when citizens impose greater accountability upon government to use taxpayer dollars more efficiently. Despite its significance, revenue and expenditure forecasting is often overlooked in the budget process, and there is an imbalance between practice and research in this area. Based on the collaboration of budget scholars and practitioners, Government Budget Forecasting fulfills two purposes: Enhances the understanding of revenue and expenditure estimation both theoretically and practically Stimulates dialogue and debate among practitioners and academicians to identify good forecast practices as well as areas for improvement Divided into four parts, this comprehensive reference first examines forecast practices at the federal, state, and local levels, drawing on case studies that include California, Texas, and Louisiana. It then explores consensus systems and risk assessment, considering political factors and the costs of forecast errors. The text concludes with a call to transparency and guidance from a code of ethics, and a look at forecasting practices in emerging countries.

Book excerpt: Currently, the Departments of Defense (DOD) and Commerce (DOC) acquire and operate separate polarorbiting environmental satellite systems that collect data needed for military and civil weather forecasting. The National Performance Review (NPR) and subsequent Presidential Decision Directive (PDD), directed the DOD (Air Force) and the DOC (National Oceanic and Atmospheric Administration, NOAA) to establish a converged national weather satellite program that would meet U.S. civil and national security requirements and fulfill international obligations. NASA's Earth Observing System (EOS), and potentially other NASA programs, were included in the converged program to provide new remote sensing and spacecraft technologies that could improve the operational capabilities of the converged system. The program that followed, called the National Polar-orbiting Operational Environmental Satellite System (NPOESS), combined the follow-on to the DOD's Defense Meteorological Satellite Program and the DOC's Polar-orbiting Operational Environmental Satellite (POES) program. The tri-agency Integrated Program Office (IPO) for NPOESS was subsequently established to manage the acquisition and operations of the converged satellite. Issues in the Integration of Research and Operational Satellite Systems for Climate Research analyzes issues related to the integration of EOS and NPOESS, especially as they affect research and monitoring activities related to Earth's climate and whether it is changing.

Book excerpt: This is the 44th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). This report summarizes a three-phase research project undertaken by the USAF Institute for National Security Studies on behalf of the Defense Threat Reduction Agency to forecast long-range global trends affecting arms control technologies. The report projects the international political, economic, and scientific environments to the year 2015. It posits economic and technological drivers as shaping the system, including its military and political dimensions. The result will be a two-tiered system, with great danger arising from significant proliferation in the second tier and the transition zone between tiers. The report next draws conclusions from this likely future for the scope, value, and practice of arms control. Arms control will be focused less on limitation and reduction of existing weapons, although the endgame between the United States and Russia will remain a significant effort. The focus will shift to the less well-defined realm of counterproliferation, and to marginal, failing, and failed states as well as nontraditional and non-state actors. New dimensions will be added, including control efforts toward small arms, advanced conventional weapons, military space, and information operations. The report then extrapolates from this future to assess the likely arms control technology requirements in cooperative, noncooperative, intrusive, and nonintrusive regimes. The projection here is continuing requirements for each of these specialized sets of technologies, with particular emphasis on multiple-use technologies for remote arms control compliance and verification monitoring as well as for intelligence detection and collection.

Available in PDF, EPUB and Kindle. Book excerpt: "This book inquires into the use of prediction at the intersection of politics and academia, and reflects upon the implications of future-oriented policymaking across different fields. The volume focuses on the key intricacies and fallacies of prevision in a time of complexity, uncertainty and unpredictability. The first part of the book discusses different academic perspectives and contributions to future-oriented policymaking. The second part discusses the role of future knowledge in decision-making across different empirical issues such as climate, health, finance, bio- and nuclear weapons, civil war, and crime. It analyses how prediction is integrated into public policy and governance, and how in return governance structures influence the making of knowledge about the future. Contributors integrate two analytical dimensions in their chapters- the epistemology of prevision and the political and ethical implications of prevision. In this way, the volume contributes to a better understanding of the complex interaction and feedback loops between the processes of creating knowledge about the future and the application of this future knowledge in public policy and governance. This book will be of much interest to students of security studies, political science, sociology, technology studies and IR"--

Book excerpt: The US Gulf of Mexico is one of the largest and most prolific offshore hydrocarbon basins in the world with thousands of structures installed in the region and tens of thousands of wells drilled. Over the past decade, a significant number of structures in shallow water have been decommissioned, as operators can no longer "kick the decommissioning can" down the road. This has opened up new markets and additional regulatory oversight with far-reaching implications. This book describes future decommissioning trends and issues and provides guidance for operator budgeting, regulatory oversight, and service sector companies interested in participating in the field. Decommissioning Forecasting and Operating Cost Estimation is the first of its kind textbook to develop models to forecast platform decommissioning in the Gulf of Mexico and to better understand the dynamics of offshore production cost. The book bridges the gap between modeling and technical knowledge to provide insight into the sector. Topics are presented in five parts covering fundamentals, structure inventories and well trends, decommissioning modeling, critical infrastructure issues, and operating cost estimation. Factor models and activity-based cost models in operating cost estimation conclude the discussion. Decommissioning Forecasting and Operating Cost Estimation helps oil and gas professionals navigate through this complex and challenging field providing an invaluable resource for academics, researchers, and professionals. The book will also serve government regulators, energy and environmental engineers, offshore managers, financial analyst, and others interested in this fascinating and dynamic industry. In-depth economic, statistical, and systems analysis on Gulf of Mexico decommissioning activity Balanced coverage of fundamental knowledge and advanced methods Delivers data and results to understand infrastructure and activity trends Numerous examples, worked-out problems, and real-world applications Engineering, science, and market perspectives

Book excerpt: This report is the summary of a workshop conducted by the National Research Council in order to learn from both forecast makers and forecast users about improvements that can be made in understanding the markets for doctoral scientists and engineers. The workshop commissioned papers examined (1) the history and problems with models of demand and supply for scientists and engineers, (2) objectives and approaches to forecasting models, (3) margins of adjustment that have been neglected in models, especially substitution and quality, (4) the presentation of uncertainty, and (5) whether these forecasts of supply and demand are worthwhile, given all their shortcomings. The focus of the report was to provide guidance to the NSF and to scholars in this area on how models and the forecasts derived from them might be improved, and what role NSF should play in their improvement. In addition, the report examined issues of reporting forecasts to policymakers.
