Book excerpt: This book analyses the emergence of the Indian Ocean as security complex and a strategic space of central importance and also looks at its prospective future. As well as US-China rivalry, the India-China rivalry is now the defining factor in the Indian Ocean – irrespective of the strategic asymmetry. This new situation has opened a space for middle-powers, old and new, to intervene. The authors argue that this situation may turn into an additional source of instability and that the creation of an inclusive and comprehensive regional security architecture, as well as the strengthening of regional multilateralism, should be the priority of all stakeholders in the coming decade.

This book was released on 2016-03-17 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. This book was published as a special issue of the Journal of the Indian Ocean Region.

Book excerpt: This up-to-date analysis of the major political issues associated with the Indian Ocean region examines recent developments in South Asia, the Gulf, and Africa and their effect on Indian Ocean security matters and politics. Regional perspectives on the problems of the area are assessed, as are the roles played by the major external powers with regional interests-the United States, the Soviet Union, and France-and such international organizations as the United Nations. Nine of the chapters grew out of the International Conference on Indian Ocean Studies held in Perth, Australia, in August 1979. Three additional chapters were commissioned to ensure a comprehensive view of the issues discussed. This collaboration by recognized authorities is sure to become a standard reference in the field.

This study provides a comprehensive overview of the subregions and countries in the IOR, drawing heavily on a new country risk assessment model developed by Abdullah Toukan, a senior associate with the Burke Chair at CSIS. It provides detailed graphs, tables, and maps covering the IOR as a whole, each major subregion, and each of the thirty-two countries in the region as well as the impact of U.S. and Chinese military forces.

Available in PDF, EPUB and Kindle. Book excerpt: It is a privilege to introduce the reader to this book, as I believe that it will make a signi?cant contribution to, given the dif?culties in the knowledge of the Indian Ocean, developing cooperation in the Indian Ocean region. There have been numerous failed efforts at regional cooperation in different fora in the Indian Ocean. As a result of the land-based orientation of the people in the region, the importance for countries to develop the power to govern the sea has largely been ignored. The maritime approach taken by Manoj Gupta to the Indian Ocean as a region in international relations offers a timely and critical assessment of the potential for regional cooperation and ocean governance. The political leadership in the region can no longer ignore the need for coop- ation in maritime affairs in the Indian Ocean. This book enriches the literature on Indian Ocean issues as it argues convincingly that the security of nations, economic well-being of the people and health of the Indian Ocean cannot be divested from one another. All are fundamentally dependant on the ability of the countries in the region to individually and collectively exert the power to govern the sea.

Book excerpt: Adopting an integrated, multidisciplinary approach to the political geography of the Indian Ocean, this study analyses the Law of the Sea, evaluates the national legislation of those Indian Ocean littoral states which have proclaimed their maritime limits over offshore waters, examines the numerous bilateral and trilateral agreements on continental shelf and seabed limits of the states in the region. It also previews the potential demarcations in the region of study. Apart from its well written text, perhaps the most important aspect of the work is the exceptional series of beautifully drawn maps and diagrams accompanied by detailed captions or commentaries, a unique collection worthy of publication on its own.

The author examines the geopolitics of the region in historical perspective and describes the evolution of U.S. and Soviet strategy in the Indian Ocean. The central theme of the book is that the naval deployments of the superpowers should be seen in the context of each power's economic and security interests rather than in the context of military rivalry. The book provides an incisive and comprehensive account of U.S. and Soviet strategies in the Indian Ocean by establishing and integrating the links between the economic, political, and strategic dynamics of the situation.

Book excerpt: First published in 2004, this book is the inaugural volume of the Indian Ocean Research Group (IORG) and is based on a selection of papers presented at the IORG launch in Chandigarh in November 2002. The volume emphasizes the complexity and historical and contemporary geopolitical significance of the Indian Ocean Region (IOR). It also propagates the necessity for increased intra-regional cooperation, especially in terms of economic and environmental security, maritime boundaries, sea lane security and ocean management, in the spirit of open regionalism, in order to ensure a more secure IOR. In addition, the volume initiates an agenda for future social science policy-orientated research. The book should be of particular interest to policy-makers, business people and academics, as well as citizens of the IOR.

Available in PDF, EPUB and Kindle. Book excerpt: The period from the death of Alexander the Great to the rise of the Islam (c. late fourth century BCE to seventh century CE) saw a significant growth in economic, diplomatic and cultural exchange between various civilisations in Africa, Europe and Asia. This was in large part thanks to the Indian Ocean trade. Peoples living in the Roman Empire, Parthia, India and South East Asia increasingly had access to exotic foreign products, while the lands from which they derived, and the peoples inhabiting these lands, also captured the imagination, finding expression in a number of literary and poetic works. The Indian Ocean Trade in Antiquity provides a range of chapters that explore the economic, political and cultural impact of this trade on these diverse societies, written by international experts working in the fields of Classics, Archaeology, South Asian studies, Near Eastern studies and Art History. The three major themes of the book are the development of this trade, how consumption and exchange impacted on societal developments, and how the Indian Ocean trade influenced the literary creations of Graeco-Roman and Indian authors. This volume will be of interest not only to academics and students of antiquity, but also to scholars working on later periods of Indian Ocean history who will find this work a valuable resource.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. Using a historical approach, it reveals vital links to events in the present day. The volume: Highlights the competition between major Asian powers to control the ‘String of Pearls’ — a reference to the Chinese attempts at controlling the Indian Ocean periphery. Shows that cooperation amongst the major powers of the region could abate the threat of the potential of conflict becoming global and inviting external intervention. Discusses India’s Look-East policy and the deepening relation between India and the Association of Southeast Asian Nations (ASEAN). Argues for the need of Indian Ocean states and particularly the South Asian Association for Regional Cooperation (SAARC) members of the Indian Ocean Rim Association (IORA) to look afresh at their political and security issues and common interests. Suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat. A major contribution on a critical area in Asian geopolitics, this volume will be useful to scholars and researchers of international relations, politics, defence studies and maritime security studies, along with strategic affairs experts and think tanks.
