Available in PDF, EPUB and Kindle. Book excerpt: Democratic Economic Planning presents a concrete proposal for how to organize, carry out, and integrate comprehensive annual economic planning, investment planning, and long-run development planning so as to maximize popular participation, distribute the burdens and benefits of economic activity fairly, achieve environmental sustainability, and use scarce productive resources efficiently. The participatory planning procedures proposed provide workers in self-managed councils and consumers in neighbourhood councils with autonomy over their own activities while ensuring that they use scarce productive resources in socially responsible ways without subjecting them to competitive market forces. Certain mathematical and economic skills are required to fully understand and evaluate the planning procedures discussed and evaluated in technical sections in a number of chapters. These sections are necessary to advance the theory of democratic planning, and should be of primary interest to readers who have those skills. However, the book is written so that the main argument can be followed without fully digesting the more technical sections. Democratic Economic Planning is written for dreamers who are disenamored with the economics of competition and greed want to know how a system of equitable cooperation can be organized; and also for sceptics who demand "hard proof" that an economy without markets and private enterprise is possible.

Part 2 discusses problems of economic planning both in relation to political economy on the practice of planning and with the application of the theory of value to the conditions of a centrally directed economy. Part 3 examines the nature of economics.

Available in PDF, EPUB and Kindle. Book excerpt: The idea of `economic planning' was a central theme of the radical economic policy debate in the 1930s. Born of the inter-war economic crisis, the call for the reconstruction of the economy according to a `plan' of one kind or another spanned practically the entire spectrum of the politics ofthe day. The fashion for planning is often seen as the seedbed of the Keynesian revolution and the `Butskellite' consensus of thenext decade. Yet `planning' was neither uniformly Keynesian nor, in fact, indicative of political agreement over economic policy. Beneath the shared language ofplanning, the radical economic debate was riven by the same ideological rifts which dominated the more conventional political scene. Dr Ritschel traces the many interpretations of planning, and examines the process of ideological construction and dissemination of the new economic ideas. He finisheswith an explanation of the planners' retreat, late in the decade, from the divisive economics of planning towards the less ambitious but also far less contentious alternative - the `middle way' of Keynesian economics.

Book excerpt: Don Lavoie argues that the radical Left's enthusiasm for planning has been a tragic mistake and that progressive social change requires the abandonment of this traditional view. Lavoie argues that planning—whether Marxism, economic democracy, or industrial policy—can only disrupt social and economic coordination. He challenges both radicals and their critics to begin reformulating our whole notion of progressive economic change without reliance on central planning. National Economic Planning: What is Left? will challenge thinkers and policymakers of every political persuasion.

Book excerpt: Coalition Politics and Economic Development challenges the conventional wisdom that coalition government hinders necessary policy reform in developing countries. Irfan Nooruddin presents a fresh theory that institutionalized gridlock, by reducing policy volatility and stabilizing investor expectations, is actually good for economic growth. Successful national economic performance, he argues, is the consequence of having the right configuration of national political institutions. Countries in which leaders must compromise to form policy are better able to commit credibly to investors and therefore enjoy higher and more stable rates of economic development. Quantitative analysis of business surveys and national economic data together with historical case studies of five countries provide evidence for these claims. This is an original analysis of the relationship between political institutions and national economic performance in the developing world and will appeal to scholars and advanced students of political economy, economic development and comparative politics.

Book excerpt: "Examining the innovations of economic policy in the UK, France and Germany in the 1960s, this book originally published in 1968, assesses the degree of success of these policies and draws conclusion for the oreintation of future policy. The book contrasts the long history of national planning in France with the equally long history of anti-planning ideology in Germany and by close examination of the actual policies, brings out the relaities that lie behind the public attitudes. It discusses the problems which lead to planning interventions, followed by a chapter on the UK, France and Germany. It examines in details particular adaptations of policy: namely Quantitative programming, monetary policy, fiscal policy, public expenditures, regional policy, prices and incomes policy and the balance of payments, comparing developments in all 3 countries. It also looks at the beginning of economic planning at the level of the EEC, with particular implications for British entry."--Provided by publisher.

Book excerpt: The first and definitive book of its kind, Joan Spero's The Politics of International Economic Relations has been fully updated to reflect the sweeping changes in the international arena. With the expertise of co-author Jeffrey Hart, the fifth edition strengthens the coverage of political and economic relations since the end of the Cold War, economic polarization in developing nations and the roots of economic decline in centrally planned economies. A new chapter on industrial policy and competitiveness debates further illustrates the changing dynamics of International Political Economy. Ideal as a supplement to the International Relations course or as the core text in International Political Economy, Spero and Hart's The Politics of International Economic Relations continues to give students the breadth and depth of scholarship needed to understand the politics of world economy.

Available in PDF, EPUB and Kindle. Book excerpt: The Making of Economic Policy begins by observing that most countries' trade policies are so blatantly contrary to all the prescriptions of the economist that there is no way to understand this discrepancy except by delving into the politics. The same is true for many other dimensions of economic policy. Avinash Dixit looks for an improved understanding of the politics of economic policy-making from a transaction cost perspective. Such costs of planning, implementing, and monitoring an exchange have proved critical to explaining many phenomena in industrial organization. Dixit discusses the variety of similar transaction costs encountered in the political process of making economic policy and how these costs affect the operation of different institutions and policies. Dixit organizes a burgeoning body of research in political economy in this framework. He uses U.S. fiscal policy and the General Agreement on Tariffs and Trade (GATT) as two examples that illustrate the framework, and show how policy often deviates from the economist's ideal of efficiency. The approach reveals, however, that some seemingly inefficient practices are quite creditable attempts to cope with transaction costs such as opportunism and asymmetric information. Book excerpt: Since 2011, democratic transitions in the Middle East and North Africa have mostly failed to consolidate and have been hindered by the difficult economic heritage of previous authoritarian governments. Yet newly established democratic governments must deliver on the expectations of their people, especially the poorer strata, otherwise disillusionment may open the door to restoration of authoritarian rule. Can democracy succeed? Various ideas for economic policies that may help consolidate the early democratisation process are proposed in this volume, while major obstacles on the way to democratic success are also highlighted. Contributors include: Alissa Amico, Laura El-Katiri, Philippe Fargues, Bassam Fattouh, Steffen Hertog, Giacomo Luciani, Samir Makdisi, Adeel Malik, Bassem Snaije, Robert Springborg, and Eckart Woertz.
