Available in PDF, EPUB and Kindle. Book excerpt: In The Sovereign Trickster Vicente L. Rafael offers a prismatic view of the age of Rodrigo Duterte in the contemporary Philippines. Framing Duterte as a trickster figure who boasts, jokes, terrorizes, plays the victim, and instills terror, Rafael weaves together topics ranging from the drug war, policing, and extrajudicial killings to neoliberal citizenship, intimacy, and photojournalism. He is less concerned with defining Duterte as a fascist, populist, warlord, and traditional politician than he is with examining what Duterte does: how he rules, the rhetoric of his humor, his use of obscenity to stoke fear, and his projection of masculinity and misogyny. Locating Duterte's rise within the context of counterinsurgency, neoliberalism, and the history of electoral violence, while drawing on Foucault’s biopower and Mbembe’s necropolitics, Rafael outlines how Duterte weaponizes death to control life. By diagnosing the symptoms of the authoritarian imaginary as it circulates in the Philippines, Rafael provides a complex account of Duterte’s regime and the social conditions that allow him to enjoy continued support.

Available in PDF, EPUB and Kindle. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This book was released on 2014-11-19 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examines democracy in the Philippines using the political thought of Jürgen Habermas. Winner of the 2016 Outstanding Scholarly Work Award for the School of Humanities presented by Ateneo de Manila University This book is a pioneering study of Philippine democracy, one of the oldest in the Asian region, vis-à-vis Habermasian critical theory. Proceeding from a concise examination of the theory of law and democracy found in Habermas’s Between Facts and Norms, Ranilo Balaguer Hermida explains how the law occupies the central role in both the legitimation of political power and the attainment of social integration. He then discusses how Habermas proposes to resolve the tension that exists in modern society between democratic norms and social facts, through the adoption of a lawmaking procedure whereby the informal sources of issues and opinions from the public sphere are allowed to develop and interact with the formal deliberations and decision processes inside the political system. He also explores certain provisions of the present Philippine Constitution that were expressly intended to restore democratic institutions and processes destroyed by decades of martial law, as well as the problems and hindrances that stand in the way of their full implementation. Ranilo Balaguer Hermida is Associate Professor of Philosophy at the Ateneo de Manila University in the Philippines. He received his PhD in philosophy from Monash University in Australia.
