Book excerpt: When federal and state governments battle over environmental regulations, whose approach should prevail? Shortly after passage of the 1990 Clean Air Act Amendments, a controversial U.S. EPA mandate led to an intense conflict between federal regulators and California politicians. The disagreement pitted EPA's required overhaul of auto inspections against California's desire to self-govern its test program - popularly called 'Smog Check.' The conflict nearly upended the Clean Air Act, and triggered dramatic policy shifts throughout the United States. Smog Check presents these struggles in first-hand detail. Eisinger, an EPA official at the time of this conflict, probes deeply into the issues and explores broader questions including: when does it become imperative for agencies to bargain with one another, when should regulatory flexibility and performance-based regulations be favored over command and control approaches, and what should be done when decisions need to be made in the face of scientific disagreement? The book also includes insightful commentary from other EPA participants in the Smog Check controversy. Smog Check's lessons will be relevant to climate change, air pollution control, and numerous other policy challenges.

Available in PDF, EPUB and Kindle. Book excerpt: Rajan investigates air pollution policy as one based on how to make cars less polluting. Putting the onus on auto manufacturers and owners has generated an elaborate scheme of emissions testing and pollution-control devices, and does not look at the technology itself as the heart of the problem. Rajan focuses his study on data collected in Los Angeles, to show how emissions testing burdens the poor, who tend to own older cars that pollute more. Rajan argues for democratic control over technology, steering it away from special interest groups and toward a long-term ethical resolution.

Available in PDF, EPUB and Kindle. Book excerpt: Public accountability is critical to a democracy. But as government becomes ever more complex, with bureaucracy growing ever deeper and wider, how can these multiplying numbers of unelected bureaucrats be held accountable? The answer, more often than not, comes in the form of inspectors general, monitors largely independent of the management of the agencies to which they are attached. How, and whether, this system works in America is what Nadia Hilliard investigates in The Accountability State. Exploring the significance of our current collective obsession with accountability, her book helpfully shifts the issue from the technical domain of public administration to the context of American political development. Inspectors general, though longtime fixtures of government and the military, first came into prominence in the United States in the 1970s in the wake of evidence of wrongdoing in the Nixon administration. Their number and importance has only increased in tandem with concerns about abuses of power and simple inefficiency in expanding government agencies. Some of the IGs Hilliard examines serve agencies chiefly vulnerable to fraud and waste, while others, such as national security IGs, monitor the management of potentially rights-threatening activities. By some conventional measures, IGs are largely successful, whether in savings, prosecutions, suspensions, disbarments, or exposure of legally or ethically questionable activities. However, her work reveals that these measures fail to do justice to the range of effects that IGs can have on American democracy, and offers a new framework with which to evaluate and understand them. Within her larger study, Hilliard looks specifically at inspectors general in the US Departments of Justice, State, and Homeland Security and asks why their effectiveness varies as much as it does, with the IGs at Justice and Homeland Security proving far more successful than the IG at State.

Book excerpt: Emissions inspection and maintenance (I/M) programs subject vehicles to periodic inspections of their emission control systems. Despite widespread use of these programs in air-quality management, policy makers and the public have found a number of problems associated with them. Prominent among these issues is the perception that emissions benefits and other impacts of I/M programs have not been evaluated adequately. Evaluating Vehicle Emissions Inspection and Maintenance Programs assesses the effectiveness of these programs for reducing mobile source emissions. In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs. Most useful of all, this book will help summarize the observed benefits of these programs and how they can be redirected in the future to increase their effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the essential guide for understanding how state power and politics are contested and exercised on social media. It brings together contributions by social media scholars who explore the connection of social media with revolutions, uprising, protests, power and counter-power, hacktivism, the state, policing and surveillance. It shows how collective action and state power are related and conflict as two dialectical sides of social media power, and how power and counter-power are distributed in this dialectic. Theoretically focused and empirically rigorous research considers the two-sided contradictory nature of power in relation to social media and politics. Chapters cover social media in the context of phenomena such as contemporary revolutions in Egypt and other countries, populism 2.0, anti-austerity protests, the fascist movement in Greece's crisis, Anonymous and police surveillance.
