Book excerpt: Latin America provides a compelling case for the study of migration policies and laws, with several factors – including both internal and interregional migration and refugee flows, the region’s progressive approach to the management of human mobility, and several forced displacement crises of the contemporary era – offering unique insights. Despite the region’s heterogeneous migration flows and unique immigration and refugee laws, the academic literature has thus far lacked in-depth explorations of migration policy in Latin America. Voluntary and Forced Migration in Latin America presents a comparative analysis of the migration legislation of Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, and Peru. For each country, the collection provides a historical overview of the evolution of migration legislation, an analysis of the migration flows and types of migrant profiles, and an examination of the country’s current immigration, asylum, and nationality legislation. The primary regional and international mechanisms that facilitate a normative approach to voluntary and forced migration, as well as to migrant and refugee rights, are also thoroughly interrogated. Situating itself in the often progressive immigration policies of Latin America, Voluntary and Forced Migration in Latin America offers alternative solutions for other countries facing migration challenges in different contexts.

Available in PDF, EPUB and Kindle. Book excerpt: This book breaks new ground in scholarship on the politics of migration. The edited volume brings together in-depth case studies from Argentina, Tunisia, Japan, South Korea, the United States, Australia, the Philippines, China, and Saudi Arabia to showcase the complex interplay between migration politics and broader dynamics of regime change, state formation, and nation-state ideology. Challenging conventional wisdom, we reveal that political systems—whether liberal or illiberal, democratic or authoritarian—do not rigidly dictate migration politics. Instead, migration politics and political regimes co-produce one another. Our exploration delves into the roles of civil society, legal actors, employers, and international norms across diverse political contexts and bridges conversations around immigration and emigration politics. Uncovering unexpected similarities in migration policies across different political regimes at a time when states are increasingly adopting illiberal practices, this collection is essential for political scientists, sociologists, and migration scholars seeking a fresh perspective. Migration Politics Across the World offers an ideal vantage point for understanding the role of migration in state transformations and political changes around the world. The chapters in this book were originally published as a special issue of Third World Quarterly.

Book excerpt: The Routledge History of Modern Latin American Migration offers a systematic account of population movements to and from the region over the last 150 years, spanning from the massive transoceanic migration of the 1870s to contemporary intraregional and transnational movements. The volume introduces the migratory trajectories of Latin American populations as a complex web of transnational movements linking origin, transit, and receiving countries. It showcases the historical mobility dynamics of different national groups including Arab, Asian, African, European, and indigenous migration and their divergent international trajectories within existing migration systems in the Western Hemisphere, including South America, the Caribbean, and Mesoamerica. The contributors explore some of the main causes for migration, including wars, economic dislocation, social immobility, environmental degradation, repression, and violence. Multiple case studies address critical contemporary topics such as the Venezuelan exodus, Central American migrant caravans, environmental migration, indigenous and gender migration, migrant religiosity, transit and return migration, urban labor markets, internal displacement, the nexus between organized crime and forced migration, the role of social media and new communication technologies, and the effects of the COVID-19 pandemic on movement. These essays provide a comprehensive map of the historical evolution of migration in Latin America and contribute to define future challenges in migration studies in the region. This book will be of interest to scholars of Latin American and Migration Studies in the disciplines of history, sociology, political science, anthropology, and geography.

Book excerpt: This open access handbook examines the phenomenon of South-South migration and its relationship to inequality in the Global South, where at least a third of all international migration takes place. Drawing on contributions from nearly 70 leading migration scholars, mainly from the Global South, the handbook challenges dominant conceptualisations of migration, offering new perspectives and insights that can inform theoretical and policy understandings and unlock migration’s development potential. The handbook is divided into four parts, each highlighting often overlooked mobility patterns within and between regions of the Global South, as well as the inequalities faced by those who move. Key cross-cutting themes include gender, race, poverty and income inequality, migration decision making, intermediaries, remittances, technology, climate change, food security and migration governance. The handbook is an indispensable resource on South-South migration and inequality for academics, researchers, postgraduates and development practitioners.

Book excerpt: "Voluntary and involuntary human mobility in the form of migration is a natural human phenomenon which has been a central feature from the ancient times into the modern times. While the boundaries between voluntary and involuntary migrants are blurred, voluntary migrants in the context of this book refer to those who migrate out of their own free choice based on socioeconomic considerations while involuntary migrants are forced to leave their country out of fear of persecution or insecurity caused by political violence or civil and military strife. In this book, the terms, 'newcomer', 'foreign born' and 'migrant' and 'immigrant' are used interchangeably and refer to those who were born in another country and later emigrated to another country as permanent residents (later becoming citizens), asylum seekers and refugees. Migration is an increasing challenge faced by countries, institutions and individuals in both sending and receiving countries. In countries where there is a large inflow of immigrants, migration has created a multiple-origin, transnationally connected, socio-economically differentiated and legally stratified demographic landscape which lends itself to a description of superdiverse societies (Jensen & Gidley, 2014; Vertovec, 2007). Most industrialized countries - mostly in the Global North - are experiencing low birth rates and are dependent on immigrants to satisfy their job market and population growth while less developed nations - mostly in the Global South - are experiencing low economic growth, inadequate socioeconomic opportunities. These social and economic challenges are presently the cornerstone of migration, transnationalism and transnationality"--

Available in PDF, EPUB and Kindle. Book excerpt: Understanding Global Migration offers scholars a groundbreaking account of emerging migration states around the globe, especially in the Global South. Leading scholars of migration have collaborated to provide a birds-eye view of migration interdependence. Understanding Global Migration proposes a new typology of migration states, identifying multiple ideal types beyond the classical liberal type. Much of the world's migration has been to countries in Asia, Africa, the Middle East, and South America. The authors assembled here account for diverse histories of colonialism, development, and identity in shaping migration policy. This book provides a truly global look at the dilemmas of migration governance: Will migration be destabilizing, or will it lead to greater openness and human development? The answer depends on the capacity of states to manage migration, especially their willingness to respect the rights of the ever-growing portion of the world's population that is on the move.

Available in PDF, EPUB and Kindle. Book excerpt: Migration policies are rarely effective. Examples of unintended and undesirable outcomes abound. In Latin America, very little is known about the impact and long-term sustainability of state policies towards emigrants. Following a world-wide trend, Ecuador, Uruguay, Mexico, Argentina, and Brazil have developed new institutions and discourses to strengthen links; assist, protect and enfranchise migrants, and capture their resources. As an adaptation of governmental techniques to global realities, these policies redefine the contours of polities, nations, and citizenship, giving place to a new form of transnational governance. Building upon field research done in these five states and two receiving countries in the last decade, Ana Margheritis explains the timing, motivations, characteristics, and implications of emigration policies implemented by each country, as well as the emergence of a distinctive regional consensus around a post-neoliberal approach to national development and citizenship construction. Margheritis argues that these outreach efforts resemble courting practices. Courting is a deliberate expression of the ambivalent, still incipient, and open-ended relationship between states and diasporas which is not exempt of conflict, detours, and setbacks. For various reasons, state-diaspora relations are not unfolding into stable and fruitful partnerships yet. Thus, she makes "diaspora engagement" problematic and investigates to what extent courting might become engagement in each case. Studying emigration policies of five Latin American countries and migrant responses in Southern Europe sheds light on the political dynamics and governance mechanisms that transnational migration is generating across regions. It illuminates possible venues to manage multiple engagements of migrants with societies at both ends of their migration journey and unveils the opportunities for states and non-state actors to cooperatively manage of migration flows.
