Book excerpt: "El objetivo del presente estudio es conocer la calidad democrática de las prácticas de participación ciudadana implementadas en el ámbito de la ordenación del territorio, utilizando como punto de referencia las prácticas y demandas de participación desplegadas en el movimiento social 15M. En un contexto de crisis económica como la vivida recientemente por España y como respuesta al incremento de las desigualdades, se valora como más urgente que nunca implementar de forma eficiente aquellas herramientas que orienten las acciones públicas hacia una mayor equidad. Para ello se considera fundamental avanzar hacia la integración de una verdadera participación de la ciudadanía en las políticas de ordenación del territorio bajo la premisa de que el desarrollo de adecuadas "prácticas de participación" efectivamente mejora los resultados de las políticas públicas con un importante impacto en el territorio. Podríamos decir que las soluciones planteadas para resolver la crisis justamente han dejado de lado la discusión sobre la equidad, en un momento que es clave para ello. Es en este contexto donde hemos identificado al menos dos hechos relevantes cuya confluencia determinan la pertinencia de la presente investigación. Por una parte, la importancia que adquiere en este escenario de crecientes desigualdades las acciones públicas orientadas hacia una mayor equidad y, por otra, la emergencia de nuevos movimientos o estallidos ciudadanos que reclaman una mayor participación como respuesta a los problemas que giran en torno a las desigualdades sociales. Sobre el primero, podemos decir que los instrumentos de planificación del territorio se consideran herramientas relevantes para orientar las acciones públicas hacia el desarrollo del territorio de forma equitativa y mucho más permeable al contexto social a partir de la incorporación de principios o directrices que justamente retoman los grandes problemas sociales, ya sean la equidad, la sostenibilidad ambiental o la participación ciudadana. Sobre el segundo, podemos afirmar que una de las cuestiones de fondo en las que interviene la ordenación del territorio es en esta idea del "interés general sobre el particular", es aquí donde conectamos con la importancia de una efectiva participación ciudadana, en donde todos los actores de un territorio pueden consensuar un "modelo territorial" que contenga las expectativas sobre el futuro del territorio en términos de alcanzar un desarrollo beneficioso para todos. Para llegar a los resultados del presente estudio, se ha realizado un abordaje multimétodo que incluye: análisis de contenido cuantitativo de prensa escrita, análisis de contenido temático cualitativo de entrevistas del documental "conversaciones15M.cc" y evaluación de criterios de participación de los siete Planes Parciales elaborados en Cataluña entre los años 2005 y 2010. Como resultado, se ha llegado a dos perfiles de participación que en términos de calidad democrática son casi opuestos, ya sea el del movimiento social 15M y el de los Planes Territoriales Parciales de Cataluña, comprobando así que la calidad democrática de la participación ciudadana en la ordenación del territorio sigue siendo una tarea pendiente, punto desde el cual comienza una discusión no acabada sobre la importancia de la gobernanza en éste ámbito." -- TDX.

Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Book excerpt: The term "mestizaje" is generally translated as race mixture, with races typically understood as groups differentiated by skin color or other physical characteristics. Yet such understandings seem contradicted by contemporary understandings of race as a cultural construct, or idea, rather than as a biological entity. How might one then approach mestizaje in a way that is not definitionally predicated on ‘race,’ or at least, on a modernist formulation of race as phenotypically expressed biological difference? The contributors to this volume provide explorations of this question in varied Latin American contexts (Mexico, Guatemala, Bolivia, Colombia, Peru), from the16th century to the present. They treat ‘mestizo acts’ neither as expressions of pre-existing social identities, nor as ideologies enforced from above, but as cultural performances enacted in the in-between spaces of social and political life. Moreover, they show how ‘mestizo acts’ not only express or reinforce social hierarchies, but institute or change them – seeking to prove – or to dismantle – genealogies of race, blood, sex, and language in public and political ways. The chapters in this book originally published as a special issue of Latin American and Caribbean Ethnic Studies.

From the findings of the diagnosis, 3 roadmaps were drafted, to guide the stakeholders in strengthening their engagement.
