Em seu fulcro, a obra analisa a imp lantação das ações de formação continuada de professores em sistemas públicos municipais de ensino a partir de 2007, período que marca significativas mudanças nas políticas públicas educacionais, fortemente marcadas pelo discurso, reconfigurado, da qualidade da educação básica pública no Brasil. A preocupação deste estudo é apresentar o contexto que impulsionou as reformas que vêm se desenhando a partir da promulgação da atual LDBEN, sem prescindir de momentos históricos anteriores, e como tais reformas têm contribuído para a adoção de políticas públicas voltadas para a formação docente e para a melhoria da qualidade da educação. Como foco do trabalho, escolhi o PAR (Plano de Ações Articuladas) porque representa o atual instrumento do planejamento dos sistemas públicos de ensino, tendo na formação continuada de professores uma das suas principais prioridades. A análise destaca que a formação de professores tem ganhado, historicamente, importância estratégica para a realização das reformas que se expressam pela melhoria da qualidade da educação básica, mas que escondem o caráter eminentemente ideológico, cuja estratégia está relacionada à crise estrutural do capitalismo, que precisa criar novos meios para operar as contradições do sistema, conferindo à educação e à formação de professores importância decisiva para o crescimento econômico. A obra faz, pois, um convite a refletir sobre as políticas educacionais em curso no Brasil, neste significativo momento histórico em que a formação de professores, no âmbi to das políticas públicas educacionais, é considerada impulsionadora para a elevação dos indicadores de qualidade da educação básica pública do país.

Book excerpt: Na modernidade, o conceito de política assume um caráter de unicidade ligado às atividades do Estado capitalista e, em consequência, articula-se também à legitimidade do poder de Estado nas ações de governo, ou seja, na tarefa de planejar, decidir, proibir, intervir, legislar e organizar a res pública (SANTIAGO; CALLAI, 2014). A política, como forma de organização do Estado, tem um papel condutor, normatizador e regulador que visa o bem-estar social de todas as pessoas que constituem a polis. Em uma concepção platônica é uma arte que não pode ser exercida por qualquer pessoa. No que diz respeito à educação, as políticas públicas têm atuado de forma pontual na tentativa de atingir um maior número de instituições e, assim, manter o controle dos processos educacionais, tendo em vista a busca de um padrão de pessoa e de sociedade. É neste sentido que o processo de globalização, desde o final do século 20, juntamente com o processo de expansão das novas tecnologias da informação, vem atuando mundialmente de forma paradoxal. Paradoxal porque, ao mesmo tempo em que alargam possibilidades de diálogos entre gerações, comunidades e culturas, também contribuem para a intensificação dos processos de exclusão social mediante a transmissão da falsa ideia de que o acesso tanto à informação quanto ao conhecimento e aos bens materiais e culturais produzidos pela humanidade, é possibilitado a todas as pessoas. Os problemas da atualidade são bastante preocupantes e o movimento de mudança, por maior que seja, é mínimo diante do que precisa realmente acontecer. Desta forma, acreditar que pela educação é possível um mundo melhor é considerar que a diversidade de toda ordem seja respeitada, que outras formas de relações se constituam de maneira mais justa e que as leis de mercado não se sobreponham aos direitos humanos (ANDRADE; BORGMANN; RODRIGUES, 2014).
