Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: This report is designed to provide Congress with a perspective on the contemporary political system of China, the only Communist Party-led authoritarian state in the G-20 grouping of major economies. China's Communist Party dominates state and society in China, is committed to maintaining a permanent monopoly on power, and is intolerant of those who question its right to rule. Nonetheless, analysts consider China's political system to be neither monolithic nor rigidly hierarchical. Jockeying among leaders and institutions representing different sets of interests is common at every level of the system.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1992, examines the attitudes of local elites – the hinge between Indian state and rural society – towards protest and participation in development, illuminating arguments about the nature of the state as well as the development process. It looks at the role of local elites in India both as the representatives of the state and of the rest of rural society, and explains their importance in the country’s development. The book deals with the elites’ contribution to the credibility of the state and examines the strategies through which they manipulate the allocation of resources and influence the pace and direction of social change. It contrasts the rural elites in two areas, one more economically advanced than the other. The elites in the first area were shown to be capable of combining institutional participation with radical protest, whilst in the other they tended to rely on state channels to achieve reform. The author concludes that despite the different settings, both groups were informed, active and responsive to political conditions. This contrasts with the conventional view that local elites of the dominant castes oppress the lower ones by obstructing reforms, for reasons of self-interest.

Book excerpt: It outlines the relative effect of each government on Scottish politics and public policy in various contexts, including: high expectations for 'new politics' that were never fully realised; the influence of, and reactions from, the media and public; the role of political parties; the Scottish Government's relations with the UK Government, ELI institutions, local government, quasi-governmental and non-governmental actors; and, the finance available to fund policy initiatives. It then considers how far Scotland has travelled on the road to constitutional change, comparing the original devolved framework with-calls for independence or a new devolution settlement.

Available in PDF, EPUB and Kindle. Book excerpt: Against the background of unease at the increasingly loose and conflictual relationship between citizenship and governance, this book brings together rich, ethnographic studies from EU member states and post-Communist and Middle-Eastern countries in the Mediterranean Region to illustrate the crisis of legitimacy inherent in the weakening link between political responsibility and trust in the exercise of power. With close attention to the impact of the ambiguities and distortions of governance at the local level and their broader implications at the international level, where a state's legitimacy depends on its democratic credentials, Citizenship and the Legitimacy of Governance initiates a comparative discussion of the relationship between established moralities, politics, law and civil society in a highly diversified region with a strong history of cultural exchange. Demonstrating that a comparative anthropological analysis has much to offer to our understanding, this volume reveals that the city is a crucial arena for the renegotiation of citizenship, democracy and belonging.

Book excerpt: The Republic of South Africa (RSA) held its first fully democratic elections in April 1994. They were a highly visible signal that the RSA is really moving from the era of apartheid towards a democratic constitutional state. The process is an archetypal case of a negotiated transition of a regime, and as such it is of great interest to students of constitutional mechanisms. The contributors to this book, leading South African political scientists, discuss the process, the difficulties and the achievements in the transformation of the RSA′s political and legal institutions. They address various aspects of constitutional design and their interactions with social forces. They examine the new constitution, the roles of president and executive, the electoral, party and parliamentary systems, and the Constitutional Court. They look at the public service, at questions of labour and corporatism, at the RSA′s changing external relations and at the position of the armed forces. The new government′s Reconstruction and Development Programme, of which so much is expected, is seen to be particularly vulnerable to the pull of opposing forces.
