Book excerpt: Under what conditions do political institutions develop that are capable of promoting economic and social elites' accommodation to democracy? The importance of this question for research on regime change and democracy in Latin America lies in two established political facts: alliances between upper-class groups and the armed forces have historically been a major cause of military intervention in the region, and countries with electorally viable national conservative parties have experienced significantly longer periods of democratic governance since the 1920s and 1930s than have countries with weak conservative parties. The contributors to this book examine the relationship between the Right and democracy in Argentina, Brazil, Chile, Colombia, El Salvador, Peru, and Venezuela during the 1980s and 1990s. The authors focus particularly on the challenges that democratization may pose to upper-class groups; the political role of conservative parties and their electoral performance during these two crucial decades; and the relationships among conservative party strength or weakness, different modes of elite interest representation, and economic and social elites' support for political democracy. The volume includes a statistical appendix with data on conservative parties' electoral performance in national elections during the 1980s and 1990s in these seven countries. Contributors: Atilio A. Available in PDF, EPUB and Kindle. Book excerpt: Political parties provide a crucial link between voters and politicians. This link takes a variety of forms in democratic regimes, from the organization of political machines built around clientelistic networks to the establishment of sophisticated programmatic parties. Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.

Book excerpt: First published in 1991, The Dictionary of Contemporary Politics of Central America and the Caribbean provides a guide to the most important organizations, figures, events and themes in the contemporary politics of Central America, Mexico, and the Caribbean. The countries covered include Mexico, Guatamala, Belize, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, Cuba, Dominican Republic, Haiti, Jamaica, Trinidad and Tobago, Barbados, Grenada, St Vincent, St Lucia, Dominica, St Kitt’s-Nevis, Antigua and Puerto Rico. The background information supplied in the book explains how, for many in Central America, the guerrilla wars have merely been the intensification of a conflict previously fought by the likes of Nicaragua’s Sandino or the Salvadorean Farabundo Marti, and before them by the Indian leaders who resisted the Spanish settlement. Although first published in 1991, this book will be a valuable resource for journalists, students, diplomats, business people, and anyone else who is interested in the politics of this richly diverse continent.

Book excerpt: "An exhaustive and detailed overview of all things socialist in twentieth-century Latin America. Ameringer's mastery of the broad literature, as a senior member of the profession and building on decades of careful reading, is clear as he delves into the relevant works in political history, intellectual history, and political science."--W. John Green, Senior Research Fellow, Council on Hemispheric Affairs "Ameringer asks what may be the fundamental question about the twentieth century--the century that was to have been the time of the common man: What happened to the aspirations for betterment that began to be raised in the late nineteenth century and first burst the dam with the Mexican Revolution."--Thomas C. Wright, University of Nevada-Las Vegas During the last century, Latin American countries have had a tendency to adopt a socialist-style government. This region has viewed socialism as a way to overcome poverty, oppression, ignorance, racism, underdevelopment, and foreign domination. Charles Ameringer discusses the vision and reality of the century-long effort in Latin America to embrace socialism as a way to gain economic development and justice. Ameringer's sweeping analysis covers a wide range of countries and decades. He concludes that whatever the variety of socialism attempted in Latin America, none has stood the test of time. By analyzing the socialist movements and governments that evolved, he is able to highlight the events and factors that led to their eventual collapse.
