Available in PDF, EPUB and Kindle. Book excerpt: The passage of Citizens United by the Supreme Court in 2010 sparked a renewed debate about campaign spending by large political action committees, or Super PACs. Its ruling said that it is okay for corporations and labor unions to spend as much as they want in advertising and other methods to convince people to vote for or against a candidate. This book provides a wide range of opinions on the issue. Includes primary and secondary sources from a variety of perspectives; eyewitnesses, scientific journals, government officials, and many others.

Book excerpt: The eighteenth century produced a remarkable array of thinkers whose influence in the development of free societies and free institutions is incalculable. Among these thinkers were Mandeville, Hutcheson, Smith, Hume, and Burke. And their time is known as the Age of Johnson. Samuel Johnson: Political Writings contains twenty-four of Johnson’s essays on the great social, economic, and political issues of his time. These include “Taxation No Tyranny”—in which Johnson defended the British Crown against the American revolutionaries—and “An Introduction to the Political State of Great Britain,” “Thoughts on the Coronation of King George III,” and “The Patriot,” which is one of Johnson’s principal writings during the American Revolution. In his introduction, Donald J. Greene writes, “it may help to understand [Johnson’s] political thinking if we view it in the tradition of what might be called ‘skeptical’ (or ‘radical’ or ‘empirical’) conservatism, the essential feature of which is distrust of grandiose a priori theory and dogma as the basis for political action.” The Liberty Fund edition is a paperback version of Volume 10 in The Yale Johnson.

Book excerpt: This handbook provides a general description of the different models of political finance regulations and analyses the relationship between party funding and effective democracy. The most important part of the book is an extensive matrix on political finance laws and regulations for about 100 countries. Public funding regulations, ceilings on campaign expenditure, bans on foreign donations and enforcing an agency are some of the issues covered in the study. Includes regional studies and discusses how political funding can affect women and men differently, and the delicate issue of monitoring, control and enforcement of political finance laws.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the problems associated with regulating the funding of political parties and election campaigns in a timely assessment of a topic of great political controversy. From interest in Obama's capacity to raise vast sums of money, to scandals that have rocked UK and Australian governments, party funding is a global issue, reflected in this text with case studies from Australia, Canada, New Zealand, United Kingdom, and the United States. Taking an interdisciplinary approach with leading scholars from politics, geography and law, this text addresses key themes: contributions, spending controls, the role of broadcasters and special interests, and the role of the state in funding political parties. With regulatory measures apparently unable to change the behaviour of parties, why have existing laws failed to satisfy the demands for reform, and what kind of laws are necessary to change the way political parties behave? The Funding of Political Parties: Where Now? brings fresh comparative material to inform this topical and intractable debate, and assesses the wider implications of continuing problems in political funding. This book will be of interest to students and scholars of political science, political theory, policy and law.

Available in PDF, EPUB and Kindle. Book excerpt: Reformers lament that, with every effort to regulate the sources of campaign funding, candidates creatively circumvent the new legislation. But in fact, political fundraisers don't need to look for loopholes because, as Raymond J. La Raja proves, legislators intentionally design regulations to gain advantage over their partisan rivals. La Raja traces the history of the U.S. campaign finance system from the late nineteenth century through the passage of the Bipartisan Campaign Reform Act (BCRA) of 2002. Then, using the 2004 presidential election as a case study, he compares the ways in which Democrats and Republicans adapted their national fund-raising and campaigning strategies to satisfy BCRA regulations. Drawing upon this wealth of historical and recent evidence, he concludes with recommendations for reforming campaign finance in ways that promote fair competition among candidates and guarantee their accountability to voters. Small Change offers an engaging account of campaign finance reforms' contradictory history; it is a must-read for anyone concerned about influence of money on democratic elections.

Available in PDF, EPUB and Kindle. Book excerpt: Candidates and parties need money to fight election campaigns. In the United States, this money comes largely from individuals and groups—not the government and taxpayers. Many people criticize such private financing of politics. Private donations, they claim, advance special interests, thereby corrupting politics and government. Some critics argue that government should ban private campaign contributions in favor of financing by taxpayers. Since public money comes from everyone, they reason, it actually comes from no one, which cuts out corruption before it begins. But taxpayer financing of campaigns—such as the income-tax check-off for presidential campaigns—has its share of critics who point out that public financing has often come up short in terms of increasing electoral competition. Another major problem concerns the taxpayers who are called on to fund these programs. Taxpayer financing, in polls and in reality, lacks public support. The public resists giving “welfare to politicians” to run their campaigns. In Welfare for Politicians, leading analysts from both sides of the public financing debate address the history of these programs, including the successes and failures of the financing system for presidential elections. They also take up recent innovations in the states, including models of full taxpayer financing passed by initiative in Arizona, Maine, and Massachusetts. Together they offer a groundbreaking analysis of the problem and an instructive guide to future reform.

Book excerpt: The role of money in the US electoral process has become more and more controversial in recent years. Following the Buckley ruling and other legislation in 1996, candidates and political parties are free to raise virtually unlimited soft money, making money perhaps the most significant factor in a campaigns success. In Money Rules , Anthony Gierzynski theorizes that, under our current system of financing elections, our political process has tilted too far in favor of political freedom , at the expense of political equality . Gierzynski examines the historical roots of the campaign finance dilemma, demonstrates its effects on the local, state, and national levels, and projects the long-term outcomes for American politics.

Available in PDF, EPUB and Kindle. Book excerpt: Benjamin Constant (1767-1830) was born in Switzerland and became one of France's leading writers, as well as a journalist, philosopher, and politician. His colourful life included a formative stay at the University of Edinburgh; service at the court of Brunswick, Germany; election to the French Tribunate; and initial opposition and subsequent support for Napoleon, even the drafting of a constitution for the Hundred Days. Constant wrote many books, essays, and pamphlets. His deepest conviction was that reform is hugely superior to revolution, both morally and politically. While Constant's fluid, dynamic style and lofty eloquence do not always make for easy reading, his text forms a coherent whole, and in his translation Dennis O'Keeffe has focused on retaining the 'general elegance and subtle rhetoric' of the original. Sir Isaiah Berlin called Constant 'the most eloquent of all defenders of freedom and privacy' and believed to him we owe the notion of 'negative liberty', that is, what Biancamaria Fontana describes as "the protection of individual experience and choices from external interferences and constraints." To Constant it was relatively unimportant whether liberty was ultimately grounded in religion or metaphysics -- what mattered were the practical guarantees of practical freedom -- "autonomy in all those aspects of life that could cause no harm to others or to society as a whole." This translation is based on Etienne Hofmann's critical edition of Principes de politique (1980), complete with Constant's additions to the original work.
