Available in PDF, EPUB and Kindle. Book excerpt: The political empowerment of women in India is very complex one and highly debatable. The Book is about women leaders who work within the representative system of local government. The women, who started as a small minority, in the domain of politics in India at the time of Independence, have not become a large minority even after 63 years of Independence. No doubt there has been progress in the empowerment of women after the enactment of 73rd and 74th Constitutional Amendments to our Constitution in 1992, which provides 33 percent reservation of seats for women in Rural and Urban local bodies in India. The 74th Constitutional Amendment Act ushered in a new era in the democratic process of the nation as it not only provided Constitutional Status to the Municipal Bodies, but also provided an enabling environment for women to take direct part in the process of local self governance and brought women to the forefront at centre of the city development. Thus Gender Mainstreaming is a pre requisite concept for the overall development of the country.

Book excerpt: This book presents the findings of an empirical study of the implementation of women s reservations in four Indian mega-cities: Chennai, Delhi, Kolkata and Mumbai. It offers a detailed and lively account of what it means to be a woman Councillor in an Indian mega-city today, and a critical view of the functioning of Municipal Corporations, with specific emphasis on women s roles and opportunities to participate and perform in their new environment. By choosing to consider the decentralization policy in general and women s reservations in particular as an experiment in democratization, the authors provide useful and useable insights into a range of issues at stake. To what extent, in what ways and under which conditions can increased political representation of women at the local level empower women? Is the functioning of urban local bodies truly participatory and inclusive? What are the (other) reforms needed to make women elected to urban local bodies more effective agents of urban development?Archana Ghosh, an economist, is Senior Faculty and Head of the Urban Studies Department in the Institute of Social Sciences, New Delhi, and is based in its Eastern Regional Centre at Kolkata.Stéphanie Tawa Lama Rewal, a political scientist, is a research fellow at the Centre for the Study of India and South Asia (CNRS EHESS), Paris, and a visiting scholar at the Centre de Sciences Humaines, New Delhi.

Book excerpt: "This sourcebook aims at providing local governments with the tools to better understand the importance of gender in the decision-making process and to reach better solutions for the communities they serve. For this publication the following key issues of local governance have been selected: participation in local government, land rights, urban planning, service provision, local government financing, violence against women and local economic development. Each of these issues is introduced by a brief gender analysis. Numerous case studies illustrate what local governments can do. Reflection questions and training exercises help trainers to develop successful training events. [...] [The manual] is designed as a companion to other UN-HABITAT training tools, providing local government trainers with the background and tested training methods they need to strengthen the gender dimension in their day-to-day training activities. The source book may also be used as a stand-alone tool, introducing local governments to gender issues and their importance for local government policy-making and project implementation." -- P. iv.

Available in PDF, EPUB and Kindle. Book excerpt: From Kosovo to Kabul, the last decade witnessed growing interest in ?electoral engineering?. Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.

It is developed from empirical research with in-depth understanding of ground situations of freedom, functioning and obstacles of women councilors in India. The central idea of this book revolves around two central research questions: 1. How are women’s positions and spaces changing due to their political participation in the urban local governance? and 2. What are the major hurdles they face in their day to day lives barring their emancipation? The main strength of the book lies in the in-depth grounded research in four small cities (Darjiling, Balurghat, Raniganj and Hugli-Chinsurah) using both quantitative and qualitative research methods. This volume can be considered as a reference book for Gender Studies, Women’s Studies, Urban Governance, Women and Policy Research, Gender Development Studies.

Book excerpt: Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.

Available in PDF, EPUB and Kindle. Book excerpt: Despite recent advances in important aspects of the lives of girls and women, pervasive challenges remain. These challenges reflect widespread deprivations and constraints and include epidemic levels of gender-based violence and discriminatory laws and norms that prevent women from owning property, being educated, and making meaningful decisions about their own lives--such as whether and when to marry or have children. These often violate their most basic rights and are magnified and multiplied by poverty and lack of education. This groundbreaking book distills vast data and hundreds of studies to shed new light on deprivations and constraints facing the voice and agency of women and girls worldwide, and on the associated costs for individuals, families, communities, and global development. The volume presents major new findings about the patterns of constraints and overlapping deprivations and focuses on several areas key to women s empowerment: freedom from violence, sexual and reproductive health and rights, ownership of land and housing, and voice and collective action. It highlights promising reforms and interventions from around the world and lays out an urgent agenda for governments, civil society, development agencies, and other stakeholders, including a call for greater investment in data and knowledge to benchmark progress.
