Unlike any previous studies in comparative politics, this book, first published in 1980, represents an important methodological advance in that it proceeds by themes rather than by countries, and uniquely focuses on three major aspects of electoral politics in three contemporary Middle Eastern states. The three countries – Turkey, Lebanon and Israel – are chosen because they are the only Middle Eastern countries with a tradition of free elections. On the other hand, they also display certain characteristics found in other, non-competitive Middle Eastern political systems, such as the role and prominence of religion. The study is based on extensive original research and presents the first comparative treatment of electoral issues, voting behaviour and parliamentary elites, emphasising the context of rapid socio-economic change – a theme particularly pertinent to those countries with their tradition of free elections. The variety of political behaviour within the countries concerned, coupled with the prevailing complexities resulting from disparities in language and cultural inheritance, makes the comparative approach particularly revealing. The attitudes and behaviour of the voters can be seen to be at least as important as the laws and mechanisms involved.

Book excerpt: This work explains elite behaviour in authoritarian systems and proposes why elites withdraw their support for the incumbent when faced with popular uprisings. Building upon foundations drawn from institutional authoritarianism and synthesised with local context from the substantial scholarship on the Middle East and North Africa, the book argues that the elite supporting autocrats come from three distinct cadres: the military, the single-party and the personalist. Each of these cadres possesses its own distinct institutional interests and preferences towards regime change. Drawing on these interests, the study constructs a theoretical framework that is assessed through testing it against three variables. Utilising an analytic narrative, the research finds that the withdrawal of elite support is the consequence of long-term processes that see distinct cadres marginalised. First, increased incumbent preference for personalist elements destabilises regimes as the military and single-party cadres reconsider their positions. Second, neoliberal economic policies, implemented via structural adjustment, accelerated this personalisation as the state’s withdrawal from the economy. This, in turn, affected the ability of the military and single-party elites to access patronage. Finally, the degree of military involvement in the formal political sphere contributes to shaping the nature of the system that replaced the incumbent regime under examination. Building upon a wide range of literature the book argues that interest realisation determines whether or not elite actors support regime change in authoritarian systems. The volume will be of interest to scholars researching politics, social sciences and the Middle East.

In addition to repeated external invasions and the ongoing presence of foreign troops of diverse nationalities, the Lebanese people have endured the scars left by a bitterly contested civil war that began in the spring of 1975 and continued unabated for the next fifteen years. While much has been written about the tragedy of the civil war, el-Husseini’s Pax Syriana is the first book focused on the evolution of the postwar political scene. In a series of negotiations brokered by Saudi Arabia, under the auspices of the larger international community, the civil war came to an end with the signing of the Ta’if Agreement. This agreement ushered in an era of Syrian control and rule by a disparate group of power elites. El-Husseini provides an in-depth account of how the political elite left an indelible mark on the Lebanese state and society. Through extensive field work and firsthand interviews, el-Husseini offers an intimate portrait of postwar Lebanon and shows how the Syrian influence brought a degree of stability to this fragmented nation and yet simultaneously undermined the development of a full constitutional democracy as Lebanon began to acquire some of the authoritarian character of the Syrian regime.
