Book excerpt: This book examines the use of norms by British and Brazilian actors in aid/cooperation in the 21st century, unveiling the politics behind norm circulation. Inspired by a constructivist approach, this research analyses actors’ agency in asymmetric international and domestic environments, in which different norms, dissimilar identities, and opposing interests coexist. Regardless of the discourses and theories surrounding the differentiation between North-South and South-South aid/cooperation, British and Brazilian actors use norms to achieve their own goals at the domestic and international levels. Processes of norm circulation in aid/cooperation have a greater impact at the international level and within the domestic environment of donor/partner countries, than in promoting behavioral changes in recipient countries. However, the content of British and Brazilian norms is different given their historical position in the international architecture and domestic context. The present study sought to unveil the politics behind how actors use aid/cooperation norms in order to achieve their goals in three major instances: 1- the international forums where actors debate the aid/cooperation architecture; 2- the domestic environment of donor/partner countries; and, 3- the domestic level of recipient countries, where international norms are diffused.

Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. The power of example, the power of attraction through culture or, in other words, the ability of a country to attract others because of its culture and political values in its foreign policy, that is, soft power, is something that emerges in partly because of government and partly in spite of governments. To have soft power, you need to be connected, and the interaction, management and dissemination of assets can be seen as exercises in soft power action. This book seeks to detail in examples how the concept of “soft power” encompasses and problematizes the multiplicity of themes on the contemporary international agenda, focusing on one of its least discussed elements: the universe of international cultural heritage and the relationship between actors and society, preservationist actions in the globalized world.
