Available in PDF, EPUB and Kindle. Book excerpt: Unravelling the debate about the Spanish nation and its identity in the new democracy, this book looks at the issue as both a historical debate and a contemporary political problem, particularly complex due to the legacy of the Francoist Dictatorship which deeply eroded the legitimacy of Spanish nationalism. During and since the transition Spanish nationalist discourse has evolved to meet the challenge of new concepts of nation and identity. These formulations argue very different configurations of the relationship between nation and state. While the Constitution of 1978 defines Spain as a nation of nationalities, many politicians and intellectuals now claim that Spain is a nation of nations, others that it is a nation of nations and regions, or a post-traditional nation state, or post-national state. For the peripheral nationalists, it is merely a state of nations and regions. What is at issue is not whether Spain exists or not as a nation; rather, it is the traditional ways of seeing Spain from both the centre and the periphery that are being challenged. The Reinvention of Spain examines the ways in which Spanish and regional identities are projected and how influence the external actions of the Spanish state. It also analyses the dynamic of comparative grievance and competition between regions deriving from the peculiar architecture of the state in Spain, and their effect on social and political cohesion. Finally, it examines scenarios of change that might foster solutions but asserts that Spain will continue to reinvent itself.

Book excerpt: This volume assesses the evolution of Spain's external relations during the 1990s, within and beyond Europe, and assesses the principal challenges facing the country at the beginning of the twenty-first century. The coincidence of several crucial global and European developments has had a profound effect on Spain. Adjustment of the economy and changes in foreign policy perspectives have become unavoidable. In turn, Spain, as an increasingly self-confident member of the EU, has itself become a significant actor in European-level developments. Spain's relationship with Europe and the wider world is increasingly balanced between new constraints and new opportunities for international influence.

Book excerpt: In post-Cold War international relations, strategic partnerships are an emerging and distinct analytical and political category critical in understanding the dynamics of contemporary strategic cooperation between states and International Organizations. However, the idea of strategic partnerships has remained under-theorized and overshadowed by the alliance theory. Addressing this clear-cut gap in the International Relations/Foreign Policy Analysis literature, this book originally endeavors to theorize and empirically test the analytical model of strategic partnerships as a new form of sustainable international cooperation in times of globalized interdependence and turbulence.

Book excerpt: The future institutional balance of the European Union was an important focus of the debate in the European Convention and is an important innovation of the future Treaty establishing a Constitution for Europe. In this volume, constitutional and European lawyers from different old and new Member States present their conclusions on the future institutional balance of European politics as discussed at the third ECLN conference in spring 2003 in Madrid. The pan-European debate in the framework of the European Constitutional Law Network is supposed to contribute to the analysis of the European constitution and its interaction with the national constitutional orders of the Member States. The essays focus on the allocation of executive power to the European Council and the Commission in the system of dual presidency. Thereby, they provide an important basis for the analysis of the EU-Draft Constitution and demonstrate the characteristics and underlying features of the future government of Eu

Book excerpt: A Brookings Institution Press and the Organization of American States publication This is the Spanish language version of Toward Free Trade in America. In the past 15 years, the nations of the Western Hemisphere have staged a remarkable revolution—in the way they trade with their neighbors. First, after decades of restrictive import policies, several countries began to liberalize their trade and investment regimes. Then, beginning a decade ago, numerous bilateral and sub-regional trade agreements were achieved, to serve as vital complements to domestic reforms and to foster trade flows among member countries. At the Second Summit of the Americas in 1998, negotiations among 34 democracies were launched to establish the Free Trade Area of the Americas (FTAA). This report takes stock of the remarkable progress to date in the development of free trade in the Western Hemisphere. It examines trade flows between countries in the same regional groupings and between members of different sub-regional arrangements. The report describes the main characteristics of the trade arrangements signed between countries of the Hemisphere and explores the development of trade rules in these arrangements. Finally, the report details recent advances in the construction of the FTAA.

Book excerpt: The processes of democratization and regionalization in South America ran parallel to one another between 1985 and 1991. However, the nature of this relationship is by no means clear. This book explores the diplomatic history of the formation of Mercosur and analyzes the precise place of democracy in the process. At the methodological level, a combination of hitherto unexamined documents and extensive interview material makes for a novel oral history approach to diplomatic studies. At the theoretical level, a melding of cognitive approaches to foreign policy making and realist theory of international relations provides a nuanced but systematic explanation of events.
