Posteriormente, a partir del año 2006, la política migratoria se centró en la externalización del control de los flujos a través de la firma de acuerdos migratorios con diferentes países africanos que, como contrapartida, vieron incrementada la Ayuda Oficial al Desarrollo española en sus países.
