The Congress theme of “New Times, New Voices” provided the broad frame of the post-Buenos Aires series of volumes including this one containing research contributions focusing on the situation of public education systems. The chapters in this volume are selected for quality of research and relevance to the theme, and for representation across global regions. They examine the new and renovated challenges faced by public education systems at present for which different paths are suggested. In particular, this book puts together studies from authors from Latin American countries, especially from the Southern Cone, as a way of giving voice to particular educational problems and perspectives in a globalized world. Getting into educational systems in Argentina, Brazil and Chile and analysing some of its current particularities through the lenses of regional and international comparison, contributes to a better understanding of the processes of circulation, reception, appropriation and translation that historically characterizes educational systems development. This is why the volume also includes studies regarding the impact on contemporary educational reforms in the public sector, their links to past reforms and their cumulative impact on educational systems.

The contributors to this volume illustrate the complexities and global dimensions of educational quality that emerged in their research. Several chapters critique educational reforms employing assessments aligned to global standards and large scale assessments, revealing how considerations of contextual factors, internal needs and local traditions are essential for developing a quality curriculum or for overhauling a national education system. Most chapters interrogate the uses and misuses of standardised assessment results. The contributors reveal the importance of asking critical questions about quality education: how to access it and for what purposes; what contextual and cultural factors are important; what implementation issues and local-level realities must be considered for true understanding of standardized assessment results; what content, skills and values are necessary and desirable ingredients; what roles teachers and administrators play; and what benefits accrue in terms of outcomes for employment and labor market needs or for achieving autonomy and stakeholder participation. Critiques of narrow interpretations of standardised assessment data contrast with research-based evidence that participation in large scale assessments such as PISA, TIMSS and PIRLS can indeed be beneficial to identify needed reform refinements and implementation shortcomings. Specific country cases include Brazil, Canada, the United States, Spain, Portugal, Ukraine, Kyrgyzstan, and the Philippines. Other chapters provide insights on quality education issues worldwide. Book excerpt: Globalization has encouraged worldwide mobility, intensified migration and supported growing interconnectedness through new technologies; it has therefore substantially contributed to the development of so-called transnational spaces. This volume focuses on transnational spaces which should not be understood as locations on a map or as sealed containers, but instead as relational social areas which are composed of various relationships. Transnationalization increases liberation and/or emancipation from place because social relations overcome physical space and local, regional and national boundaries. As a consequence, a reconfiguration of social, cultural, political and economic scopes of action occurs. This volume reveals that for people in general and for migration movements in particular, new borders have been established in many places all over the world. The biographies of global actors and migrants reference this alteration of space. Additionally this volume calls special attention to border regions and their social configurations. Borders appear as narratives which can have an enormous impact on social structures.
