Many warned the EU was about to overreach the limits of its integration capacity. More than a decade later, this book presents a broad-based and systematic evaluation of the 2004–2007’s enlargement and its impact on the EU. In contrast to widespread scepticism, our results show that the EU’s integration capacity has been strong. Credible accession conditionality and pre-accession assistance have had a positive impact on democracy, governance capacity, and economic transformation, at least before accession. After accession, EU institutions have proven resilient. Eastern enlargement has not affected negatively the legislative capacity of the EU. It has not led to a deterioration of compliance and implementation of EU law either; initial differentiated integration has quickly returned to normal levels. This generally positive assessment stands in stark contrast with increasing public opposition to future EU enlargements. We identify some less known sources of such opposition: the lack of communication and political debate about enlargement between EU leaders and their citizens. Public opposition undermines the credibility of EU conditionality, which is crucial for having a positive impact on neighbouring countries in the future. The chapters in this book originally appeared in a special issue in the Journal of European Public Policy.

It presents an in-depth, empirically grounded study comparing two decades of democratic politics. Drawing on democratic theory and comparative politics, the book puts forward an evaluation of democracy based on four dimensions: representation, participation, competition and accountability. The book is an important contribution to debates on the performance of the new democracies in Central and Eastern Europe, where some scholars argue that there is a ‘democratic crisis’, that, after a period of democratic progress, most of these countries are experiencing democratic fatigue and that their democratic performance is poor. However, the Polish case shows that democracy is not in crisis - in fact, the quality of democracy in Poland has improved. The book shows that democratic quality stems from good democratic institutions. Moreover, the Polish case shows useful lessons that can be learnt by democratic reformers in countries that are undergoing the transition to democracy or are aiming to consolidate their democratic systems. It concludes that effective accountability, good representation and stable competition are vital.

Book excerpt: The role of Western NGOs in the transition of postcommunist nations to democracy has been well documented. In this study, Paulina Pospieszna follows a different trajectory, examining the role of a former aid recipient (Poland), newly democratic itself, and its efforts to aid democratic transitions in the neighboring states of Belarus and Ukraine. Belarus is widely regarded as the most authoritarian state in the region, while Ukraine is witnessing a slow, if often troubled, democratic consolidation. Each state presents a different set of challenges to outside agencies. As Pospieszna shows, Poland is uniquely positioned to offer effective counsel on the transition to democracy. With similarities of language and culture, and a shared history, combined with strong civic activism and success within the European Union, Poland's regional policies have successfully combined its need for security and a motivation to spread democracy as primary concerns. Pospieszna details the founding, internal workings, goals, and methods of Poland's aid programs. She then compares the relative degrees of success of each in Belarus and Ukraine and documents the work yet to be done. As her theoretical basis, Pospieszna analyzes current thinking on the methods and effectiveness of NGOs in transitions to democracy, particularly U.S.- and European-led aid efforts. She then views the applicability of these methods to the case of Poland and its aid recipients. Overwhelmingly, Pospieszna finds the greatest success in developmental programs targeting civil society—workers, intellectuals, teachers, students, and other NGO actors. Through extensive interviews with government administrators and NGO workers in Poland and the United States, coupled with archival research, Pospieszna assembles an original perspective on the mitigation of the 'postcommunist divide'. However, the changes required to comply with EU directives in the environment sector involve sustained high levels of investment and significant uncertainty about the timing and nature of the associated benefits."The European Commission's Opinion on Poland's application for EU membership acknowledges the severity of the environmental problems in Poland and comments on the challenges the country will have to face, especially in the areas of wastewater treatment and air pollution. The Opinion concludes that while full transposition of the environmental acquis in Poland could be expected in the medium term, effective compliance with a number of pieces of legislation would require sustained high levels of investment and considerable administrative effort. Full compliance in areas such as drinking water and certain aspects of waste management could be achieved only in the long term and will necessitate increased levels of public and private investment.This paper aims to address some of the issues involved in planning compliance with EU environmental directives. The paper has three principal objectives: Highlight major issues that Poland is likely to face in implementing the requirements; Estimate the total costs of compliance for the public sector in certain key sectors, and outline possible options for reducing those costs; and Assess where the burden of those costs is likely to fall, and the options for financing the investments.
