Book excerpt: The National Research Council's Science and Technology for Sustainability Program hosted two workshops in 2011 addressing the sustainability challenges associated with food security for all. The first workshop, Measuring Food Insecurity and Assessing the Sustainability of Global Food Systems, explored the availability and quality of commonly used indicators for food security and malnutrition; poverty; and natural resources and agricultural productivity. It was organized around the three broad dimensions of sustainable food security: (1) availability, (2) access, and (3) utilization. The workshop reviewed the existing data to encourage action and identify knowledge gaps. The second workshop, Exploring Sustainable Solutions for Increasing Global Food Supplies, focused specifically on assuring the availability of adequate food supplies. How can food production be increased to meet the needs of a population expected to reach over 9 billion by 2050? Workshop objectives included identifying the major challenges and opportunities associated with achieving sustainable food security and identifying needed policy, science, and governance interventions. Workshop participants discussed long term natural resource constraints, specifically water, land and forests, soils, biodiversity and fisheries. They also examined the role of knowledge, technology, modern production practices, and infrastructure in supporting expanded agricultural production and the significant risks to future productivity posed by climate change. This is a report of two workshops.

The globalization of research has important implications for the U.S. research enterprise, for the U.S. government agencies, academic institutions, and companies that support and perform research, and for the world at large. As science and technology capabilities grow around the world, U.S.-based organizations are finding that international collaborations and partnerships provide unique opportunities to enhance research and training. At the same time, significant obstacles exist to smooth collaboration across national borders. Enhancing international collaboration requires recognition of differences in culture, legitimate national security needs, and critical needs in education and training. In response to these trends, the Government-University-Industry Research Roundtable (GUIRR) launched a Working Group on International Research Collaborations (I-Group) in 2008, following its meeting on New Partnerships on a Global Platform that June. As part of I-Group's continuing effort, a workshop on Examining Core Elements of International Research Collaboration was held July 26-27, 2010 in Washington, DC. One primary goal of the workshop is to better understand the risks involved in international research collaboration for organizations and individual participants, and the mechanisms that can be used to manage those risks. Issues to be addressed in the workshop include the following: (1) Cultural Differences and Nuances; (2) Legal Issues and Agreements; (3) Differences in Ethical Standards; (4) Research Integrity and the Responsible Conduct of Research; (5) Intellectual Property; (6) Risk Management; (7) Export Controls; and (8) Strategies for Developing Meaningful International Collaborations. The goal for the workshop and the summary, Examining Core Elements of International Research Collaboration, is to serve as an information resource for participants and others interested in international research collaborations. It will also aid I-Group in setting its future goals and priorities.

The uses of these data are various and require accounting for the effects of data access, use, and sharing on many different parties. Cultural, legal, policy, and technical concerns are also important determinants of what can be done in the realms of maintaining privacy, confidentiality, and security, and ethics is a lens through which the issues of data, data sharing, and research agreements can be viewed as well. A workshop held on March 14-16, 2018, in Washington, DC explored the changing opportunities and risks of data management and use across disciplinary domains. The third workshop in a series, participants gathered to examine advisory principles for consideration when developing international research agreements, in the pursuit of highlighting promising practices for sustaining and enabling international research collaborations at the highest ethical level possible. Book excerpt: Sustainable biofuel production should provide opportunities for sub-Saharan African countries and their inhabitants, especially in impoverished rural areas. Biofuel feedstock production has the potential to bring job opportunities and earnings, but this should not be at the cost of existing livelihoods and the local environment. Biofuels also have the potential to increase energy security in these countries for both transportation and household needs. Sub-Saharan African biofuel feedstock production projects can be classified into 4 distinct models based on production scales (small- versus large-scale farm/plantations) and on the intended use of the biofuel (local versus national). The first type embraces large corporate plantations to supply the market for liquid transport fuel blends. The second type comprises small-scale producers linked to the corporate producers. The third type involves small-scale producers supplying the local energy needs of farmers and villages. The fourth and rarest type is linked to the large corporate plantations, to meet the corporations own energy needs. The introduction of foreign-owned, large-scale corporate plantations producing biofuel for transport fuel blends causes the most concern in sub-Saharan Africa, as their scale and ownership arrangements may disrupt rural livelihoods and affect access rights to land resources. However, these projects can also bring job opportunities, thereby providing alternative sources of income for poor communities. This working paper assesses mechanisms for limiting the negative impacts while maximising national benefit capture. Market-based mechanisms versus legal and policy mechanisms to enhance long-term sustainability are also discussed.

Book excerpt: The seed industry in Pakistan has undergone significant developments since the 1950s and has transitioned from ‘Green Revolution’ to ‘Gene Revolution’. The 2015 amendment in the Seed Act, 1976, and the enactment of Plant Breeders’ Rights Act and Rules have provided long awaited intellectual property protection for proprietary seed. Notwithstanding this fundamental change, the challenge of effective enforcement of intellectual property rights remains. This paper presents how the seed industry has evolved over the years through evaluating the regulatory and institutional framework along with looking into the major challenges that still plague the seed system of Pakistan. It also explores how the private sector can be incentivized to invest in the seed sector while protecting the farmers’ rights. Findings reveal that there seems to be a lot of scope for strengthening the seed system of Pakistan via encouraging private sector participation mainly through developing proactive markets with strong institutional mechanism along with scientific and time bound regulatory approval framework. An appraisal of the international best practices divulges that technological backstopping, developing public-private partnerships, building institutional capacity for effective enforcement of regulatory regime and availability of information to farmers for selecting quality seed are equally vital for creating a well-functioning seed system in Pakistan
