Technology transfer is the process of transferring, from an industry in one country to one in another country or between governments, technical data and know-how relating to the design, engineering, manufacture, production, and use of goods. The Under Secretary of Defense for Policy is responsible for developing technology transfer controls, coordinating application of DoD policy, and issuing policies related to technology transfer control. The Military Departments are primarily responsible for implementing the technology transfer program. The Defense Contract Management Command and may assist, as delegated by the Military Departments, in performing disclosure control functions at Defense contractor facilities.

Book excerpt: Beginning in 1980, Congress passed a number of public laws to encourage the cooperative development of commercial products between the federal government and private companies. This cooperative process is called technology transfer. The main point of the laws is to allow commercial vendors and the organizations of the federal government to enter into cooperative research and development agreements (CRADAs) that enable both partners to the agreement to maximize their resources. Until now, these laws had only been applied to federal laboratory inventions and technical data. This paper applies those same laws to other intellectual properties of the federal government by developing a policy for the U.S. Army Military History Institute for the broad commercial development of their collection. This policy has broad application throughout the Department of Defense.

This book presents a series of case studies of successful technology transfer by examining the same list of topics for each case. It presents a format for analyzing the cases, topic by topic - a methodology that could be used by any R&D laboratory. The book also goes one step further and compares the cases that took place prior to national technology transfer legislation with those cases that took place after passage of such legislation. An additional feature is the summary of existing attempts to measure and evaluate technology transfer. This follows a backgroudn section on the technology policy context. The analysis finds that there is a significant commercial impact from government laboratory transfer using this approach.
