The Four Frames of Cooperation are legal, institutional, relational, and outcome. However, we need to move beyond defining cooperation to understand better measures of the quality and effectiveness of cooperative processes. The Weighted Model of Effective Cooperation presents a first step in qualitatively evaluating the effectiveness of transboundary water cooperation. This model defines effective transboundary water cooperation and operationalizes a method to evaluate the effectiveness of cooperative processes over internationally shared waters. Effective cooperation emphasizes the relational and outcome frames of cooperation while working towards equitability and sustainability. Together, the Four Frames of Cooperation and the Weighted Model of Effective Cooperation will improve the understanding of cooperation and encourage a detailed evaluation of the quality, success, and effectiveness of cooperative processes. This book will be of great interest to students and scholars of water resource management, water governance, and environmental politics. It will also appeal to policymakers and professionals working in the fields of water conflict, water diplomacy, and international cooperation.

These lessons are the result of the collective experience of Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and other States, joint bodies for transboundary cooperation, and other stakeholders who participated in carrying out these assessments from 2013 to 2018. This publication also consolidates the methodology which was developed under the Water Convention specifically for the purpose of assessing nexus issues and identifying solutions in transboundary basins. Its development involved a broad range of expertise, gradual refinement upon use, and an intergovernmental review process. The publication was developed in response to a decision by the Meeting of the Parties in 2015 to promote the application of the methodology in other basins worldwide through the sharing of experiences. The publication also aims to foster follow-up action to the nexus assessments. A key dimension of the methodology is the facilitation of multistakeholder dialogues, which convene sector Ministries from riparian countries with often diverging interests in developing and benefitting from a river basin ̶ be it for irrigated agriculture, eco-tourism or energy generation. With the nexus approach, trade-offs and impacts but also mutual interests are identified. This step is subsequently followed by determining jointly with the authorities and stakeholders packages of policy and technical measures to address the problems identified. This intersectoral transboundary dialogue is coupled with a structured analysis, considering technical aspects and governance across sectors. With this composition, the participatory assessment of the nexus applying the methodology provides a better basis from which to address the common challenges of coherence between sectoral policies (as well as between environment and climate policies) and integrated planning. Related shortcomings result in negative impacts causing friction between riparian countries, inefficiencies at different levels, and missed opportunities for more sustainable and cooperative development. The international community explicitly calls for a nexus approach in efforts to implement the Sustainable Development Goals (SDGs). The assessment process can assist countries seeking to initiate, broaden or revisit transboundary cooperation. Furthermore, the resulting insights can also help reinforce national efforts to optimize resource use (e.g. through improved efficiency), improve policy coherence and achieve co-management benefits.
