Book excerpt: This paper investigates how policy certainty affects firm innovation activities.The identification hinges on the overlap of the elite dualism system in China. Naturally, a city Party leader served as the prior mayor in the same city is more likely to carry out the policy decisions made by the previous local administration, since he/she is one of the crucial leaders to make these decisions. In this circumstance, the policy certainty level would be higher for local listed firms. We find that the patent filings of listed firms, who enjoy a more stable local policy environment, significantly and substantially increase into the future. Such positive effects are robust to different model specifications and subsample analyses. Moreover, this paper documents the role of heterogeneity in the effects of policy certainty on firm innovation. The increased patent filings caused by a higher level of local policy certainty are mostly driven by state-owned enterprises (SOEs), firms with no political connections, having lower financial constraints and smaller sizes. We further show that a higher level of local policy certainty would increase the stability of the amount of government subsidies for these firms, so they can more aggressively engage in innovation activities.

Book excerpt: This paper examines how country, industry and firm characteristics interact in general equilibrium to determine nations' responses to trade liberalization. When firms possess heterogeneous productivity, countries differ in relative factor abundance and industries vary in factor intensity, falling trade costs induce reallocations of resources both within and across industries and countries. These reallocations generate substantial job turnover in all sectors, spur relatively more creative destruction in comparative advantage industries than comparative disadvantage industries, and magnify ex ante comparative advantage to create additional welfare gains from trade. The relative ascendance of high-productivity firms within industries boosts aggregate productivity and drives down consumer prices. In contrast with the neoclassical model, these price declines dampen and can even reverse the real wage losses of scarce factors as countries liberalize.

Quantifying a generalized model for the recent U.S. economy using matched Census Bureau and patent data, we observe a modest departure for external R&D from perfect scaling frameworks.

Alternative measures of uncertainty are constructed based on the survey of professional forecasters, and regressionbased forecasting models for GDP growth, inflation, S&P500 stock price index, and fuel prices. Our results indicate that greater uncertainty has a negative impact on growth of employment, and the effects are primarily felt by the relatively smaller businesses; the impact on large businesses are generally non-existent or weaker. Our results suggest that to truly understand the effects of uncertainty on employment dynamics, we need to focus on the relatively smaller and entrepreneurial businesses. We discuss implications for the framing of economic policy.

They define the innovation process broadly, to include not only core innovation such as the introduction of new products and new technologies, but also other types of activities that promote knowledge transfers and adapt production processes. The authors find that more innovative firms are large exporting firms characterized by private ownership, highly educated managers with mid-level managerial experience, and access to external finance. In contrast, firms that do not innovate much are typically state-owned firms without foreign competitors. The identity of the controlling shareholder seems to be particularly important for core innovation, with those private firms whose controlling shareholder is a financial institution being the least innovative. While the use of external finance is associated with greater innovation by all private firms, it does not make state-owned firms more innovative. Financing from foreign banks is associated with higher levels of innovation compared with financing from domestic banks.
