Book excerpt: This unprecedented behind the scenes analysis of public order policing, first published in 1994, investigates the impact of increased police powers and equipment on basic democratic freedoms, describing and analysing police operations from protest marches to riots, and from royal ceremonials to street carnivals. When confrontational government policies stimulate inner-city riots and violent protest, the state response is all too often to equip the police with enhanced legal powers and the paraphernalia of riot control. In Britain such developments prompted debates about a drift into authoritarianism. Here the policing of political protest is examined within its political and broader ‘public order’ context, and the text draws on extended and detailed observation of actual events.

Available in PDF, EPUB and Kindle. Book excerpt: Police Funding, Dark Money, and the Greedy Institution is about a pervasive but little-studied phenomenon. Private funding of public police entails private entities sending resources to police through unconventional or hidden channels, sometimes for suspect reasons. The book argues police acquisition of this "dark money" befits the notion of a "greedy institution" that pursues resources beyond ample public funding and needs, and seeks ever more loyal members beyond its traditional boundaries to reproduce itself. The book focuses on private police foundations, corporate sponsorships, and paid detail arrangements primarily in North America, how these funding networks operate and are framed for audiences, and the forms and volumes of capital they generate. Based on interviews with police representatives, sponsors, funders, and foundation representatives as well as records from over 100 police departments, this book examines key issues in private funding of public police, including corporatization, accountability, corruption, and the rule of law. It documents and analyzes the troubling explosion of police foundations and sponsors and corporate paid detail brokers unknown to the public as a social and policy issue and a hidden response to the global police defunding movement. The book also considers potential policy responses and community safety alternatives in a more generous society. An accessible and compelling read, students and scholars in criminology, criminal justice, law, sociology, political science, anthropology, geography, as well as policymakers, will find this timely book revealing of a neglected, growing area of police practice spanning multiple themes and jurisdictions.

Book excerpt: Social Capital, Policing and Rule-of-Law: Keys to Stabilization reflects a breadth of U.S. Army War College Strategy Research papers in which students tackled tough issues. The danger in compiling student papers is that an anthology can become a set of isolated, disconnected, anecdotal experiences. We have tried to select those that best describe the essentials of stability tasks and activities and the role they play in our success, failure, or combination thereof, in current and future operations.

Book excerpt: When in 1808 members of the Portuguese royal entourage arrived in Rio de Janeiro, the capital of a colony most had previously known only through administrative reports and balance sheets, they encountered a hostile and dangerous population that included a large number of African slaves. One of the institutions they brought from Lisbon was the General Intendancy of Police, which was the foundation on which the city's police institutions were built. The government met the challenge of bringing the inhabitants of Rio de Janeiro under control with a repressive apparatus that grew along with the problem it was created to solve. Policing Rio de Janeiro is a history of one of the fundamental institutions of the modern world through which the power of the state intrudes on public space to control and direct behavior. It is also a study of the way people resisted the repressive arm of the state, including heretofore unreported cases of slave rebellion as well as forms of everyday resistance. The author shows how the historical development of the police of Rio de Janeiro, through a dialectic of repression and resistance, was part of a more general transition from the traditional application of control through private hierarchies to the modern exercise of power through public institutions. Using the rich records - which include internal correspondence and official reports - of the police system and its civilian counterparts the judicial and jail systems, the author explores the point at which repression and resistance collided, on the squares, streets, and back alleys of Brazil's capital city. The resulting disturbances served as a catalyst for the formation of institutions and procedures that provided a veneer of modernity over traditional attitudes and relationships, protecting and strengthening them. In a conceptual context that includes the ideas of Foucault, Weber, and Gramsci, the author goes beyond institutional history to examine the changing social conditions of Rio de Janeiro and the exercise of power by its elites.

Book excerpt: The massive uprising following the police killing of George Floyd in the summer of 2020--by some estimates the largest protests in US history--thrust the argument to defund the police to the forefront of international politics. It also made The End of Policing a bestseller and Alex Vitale, its author, a leading figure in the urgent public discussion over police and racial justice. As the writer Rachel Kushner put it in an article called "Things I Can't Live Without", this book explains that "unfortunately, no increased diversity on police forces, nor body cameras, nor better training, has made any seeming difference" in reducing police killings and abuse. "We need to restructure our society and put resources into communities themselves, an argument Alex Vitale makes very persuasively." The problem, Vitale demonstrates, is policing itself-the dramatic expansion of the police role over the last forty years. Drawing on first-hand research from across the globe, The End of Policing describes how the implementation of alternatives to policing, like drug legalization, regulation, and harm reduction instead of the policing of drugs, has led to reductions in crime, spending, and injustice. This edition includes a new introduction that takes stock of the renewed movement to challenge police impunity and shows how we move forward, evaluating protest, policy, and the political situation.
