Available in PDF, EPUB and Kindle. Book excerpt: The police in Australia have had a contentious place in the country's history. The convict origins of Australian settlement have been blamed for an anti-police mentality. Governments have come to grief over abuse of police power, maladministration and corruption. Over-policing of Aborigines and under-policing of domestic violence and crimes against women have been criticised as failures of police to act in conformity with requirements of justice, equality and in defence of victims of crime. Police have been seen as ill-educated, poorly disciplined and unaccountable. This book provides a wholly new account of this history. Starting from the assumption that policing is a fundamental responsibility of government, it explores the political and historical conditions under which police have been organised in Australia. It argues that the relations between the institutions of 'police' and 'government' in Australia require analysis from three different perspectives: the relationsof police forces and executive government, the role of police in the governing of populations in Australia, and finally the very problem of the government of police themselves. The book draws on a wealth of archival research, a knowledge of comparative policing history, and the author's experience in contemporary criminal justice policy and reform, to paint a picture of policing in Australia which will be indispensable background for all those wishing to understand the present status and dilemmas of police work at the end of the twentieth century.

Book excerpt: Every modern democracy in our increasingly complex world must confront a fundamental problem: how should politicians manage police, ensuring that they act in the public interest while avoiding the temptation to utilize them in a partisan manner? Drawing on first-hand experiences from six democracies, the authors describe how frequently disagreements arise between politicians and police commanders, what issues are involved, and how they are resolved.Governing the Police is organized into three parts: the intellectual and governmental context of democratic governance; the experience of chief officers in that relationship; and the reflections on lessons learned. Instead of describing practices within each individual country, it compares them across countries, developing generalizations about practices, explanations for differences, and assessments of success in managing the police/political relationship.Focusing mainly on the daily, informal interactions between politicians and police as they balance their respective duties, this book compares the experiences and opinions of chief police officers in Australia, Britain, Canada, India, New Zealand, and the United States. By examining the experiences of important officials, the authors explain how the balance between accountability and independence can be managed and what challenges leaders face. The authors conclude by posing well-informed recommendations for improving police governance.

Available in PDF, EPUB and Kindle. Book excerpt: How much crime is committed in Australia? What sort of crime, where and by whom? What can we do to stop it? This book deals in facts and dispels myths. Don Weatherburn, Director of the NSW Bureau of Crime Statistics and Research, shows how policies are driven by the political need to manage public reactions, not to control and prevent crime. Law and Order in Australia informs public debate about crime in Australia by contrasting popular assumptions about crime and crime control with what is actually known to be true. The opening chapter sets the scene by asking how serious Australia's crime problems are. Weatherburn then offers a critique of the way Australian governments attempt to deal with Australia's crime problems. This is followed by the foundations for a discussion of what actually works in crime prevention and control by highlighting some basic facts about crime and offenders. The final chapters discuss what the evidence reveals about crime prevention and control and the key issues in crime prevention and control in Australia. Weatherburn clearly provides numerous ideas for better policies, ones that will actually work.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection brings together leading scholars to comparatively investigate national security, surveillance and terror in the early 21st century in two major western jurisdictions, Canada and Australia. Observing that much debate about these topics is dominated by US and UK perspectives, the volume provides penetrating analysis of national security and surveillance practices in two under-studied countries that reveals critical insights into current trends. Written by a wide range of experts in their respective fields, this book addresses a fascinating array of timely questions about the relationship among national security, privacy and terror in the two countries and beyond. Chapters include critical assessments of topics such as: National Security Intelligence Collection since 9/11, The Border as Checkpoint in an Age of Hemispheric Security and Surveillance, Unmanned Aerial Vehicles and Law Enforcement, as well as Federal Government Departments and Security Regimes. An engaging and empirically driven study, this collection will be of great interest to scholars of security and surveillance studies, policing, and comparative criminology.
