Book excerpt: Following the decision to disband the National Polar-orbiting Operational Environmental Satellite System (NPOESS) program in 2010, both the National Oceanic and Atmospheric Administration (NOAA) and the Department of Defense (DOD) made initial progress in transferring key management responsibilities to their separate program offices. Specifically, NOAA established a Joint Polar Satellite System (JPSS) program office, documented its requirements, and transferred existing contracts for earth-observing sensors to the new program. DOD established its Defense Weather Satellite System program office and modified contracts accordingly. However, recent events have resulted in major program changes at both agencies. NOAA plans to revise its program requirements to remove key elements, including sensors and ground-based data processing systems, to keep the program within budget. Further, in early 2012, DOD decided to terminate its program and reassess its requirements. Over the past year, NOAA has made progress in developing its satellite system, but critical decisions and milestones lie ahead. In October 2011, the JPSS program office successfully launched a satellite originally called the NPOESS Preparatory Project (NPP). Data from the satellite are currently being calibrated and validated, and NOAA meteorologists started using selected satellite data products in their weather forecasts in May 2012. Further, the three major components of the JPSS program (the flight, ground, and free-flyer projects) are at different stages of development. Within the flight project, development of the sensors for the first JPSS satellite is well under way; however, selected sensors are experiencing technical issues. The ground project is currently in operation supporting NPP and NOAA is planning to upgrade parts of the ground system infrastructure to increase its security and reliability. The free-flyer project, intended to integrate and launch key instruments that could not be accommodated on the JPSS satellites, is still in a planning stage because NOAA has not yet decided which satellites will host the instruments or when these satellites will launch. The JPSS program office has implemented elements of an effective risk management process; however, the program still faces significant risks. It does not yet have a cost and schedule baseline in place, the program office is not yet fully staffed, and there will likely be a gap in satellite data lasting 17 to 53 months from the time NPP is projected to cease operations and the first JPSS satellite begins to operate. There are also potential satellite data gaps in the DOD and European polar satellite programs, which provide supplementary information to NOAA forecasts. The JPSS program office is managing the first two risks, but NOAA has not established plans to mitigate potential satellite gaps. Until these risks are mitigated and resolved, civilian and military satellite data users may not have the information they need for timely weather forecasting, thereby risking lives, property, and commerce.

Book excerpt: In summary, today's polar-orbiting weather satellite program is essential to a variety of civilian and military operations, ranging from weather warnings and forecasts to specialized weather products. NPOESS is expected to merge today's two separate satellite systems into a single state-of-the-art weather and environmental monitoring satellite system to support all users. This new satellite system is expected to provide vast streams of data, far more than are currently handled by the four central processing centers. To prepare for these increased data volumes, the four data processing centers must address key data management challenges including building up their respective infrastructures and working to be able to efficiently incorporate new data in their derived weather products and models. Because the NPOESS launch date is still several years in the future, the four processing centers and the integrated program office have time to continue to develop, define, and implement their plans to address key data management challenges. Each of the processing centers is planning activities to build its capacity to handle increased volumes of data, but more can be done to coordinate and define these plans-including sharing information on what is needed in order for the centers to use particular weather products and developing a plan to address these scientific issues. Unless more is done to coordinate and define these plans, the centers could risk delays in using NPOESS data in operational weather products and forecasts.

Book excerpt: This is the second of two Space Studies Board reports that address the complex issue of incorporating the needs of climate research into the National Polar-orbiting Operational Environmental Satellite System (NPOESS). NPOESS, which has been driven by the imperative of reliably providing short-term weather information, is itself a union of heretofore separate civilian and military programs. It is a marriage of convenience to eliminate needless duplication and reduce cost, one that appears to be working. The same considerations of expediency and economy motivate the present attempts to add to NPOESS the goals of climate research. The technical complexities of combining seemingly disparate requirements are accompanied by the programmatic complexities of forging further connections among three different agencies, with different mandates, cultures, and congressional appropriators. Yet the stakes are very high, and each agency gains significantly by finding ways to cooperate, as do the taxpayers. Beyond cost savings, benefits include the possibility that long-term climate observations will reveal new phenomena of interest to weather forecasters, as happened with the El Niño/Southern Oscillation. Conversely, climate researchers can often make good use of operational data. Necessity is the mother of invention, and the needs of all the parties involved in NPOESS should conspire to foster creative solutions to make this effort work. Although it has often been said that research and operational requirements are incommensurate, this report and the phase one report (Science and Design) accentuate the degree to which they are complementary and could be made compatible. The reports provide guidelines for achieving the desired integration to the mutual benefit of all parties. Although a significant level of commitment will be needed to surmount the very real technical and programmatic impediments, the public interest would be well served by a positive outcome.
