Book excerpt: Poland's energy mix is dominated by indigenous coal, and since the country joined the European Union in 2004 it has been clear that it will do much to safeguard its domestic coal sector and resist pressures for ambitious harmonized decarbonization efforts. At the same time, Poland is meeting its renewable energy targets and its onshore wind capacity is growing at a significant pace. In 2015 and 2016, a new renewable energy policy mix has been put in place, relying on tenders for renewable energy volume in large scale RES and a micro-installations support scheme. In parallel, a capacity mechanism is still on the table, though its details are only being worked out. What explains this particular choice of instruments? In this article I focus on four explanatory factors: the influence of the European environment; domestic political and organizational fields and the material and structural constraints of the energy system and resource endowment. I provide a historical overview of renewable energy policy in Poland since the early 1990s, showing how policy evolved, new actors and coalitions emerged, and how the influence of the EU changed overtime. The preliminary findings suggest that the European environment has been crucial in pushing for stronger RES support policies, while the inherently instable domestic political field explains the soap opera of renewable energy policy legislation: drafts, new plans, amendments and legal instability. On the other hand, the choice of particular instruments, within the confines of options acceptable by the EU, is best explained by the stable and segmented organizational field, dominated by a professional logic of the centralized, engineer-lead coal sector, which in turn is linked to the importance of the country's resource endowment. In these conditions, the current renewable energy policy mix seems optimal for the actors dominating the organizational field, and a deep paradigm shift and overturning the political economy of the energy sector would be needed to change that.

The report draws three main conclusions from the analyses and consultations carried out during the last six months: Despite impressive progress towards sustainability, Poland's coal-dominated energy sector imposes heavy health costs on its population. A recent World Bank report estimated that the cost of ambient air pollution amounts to about USD 31-40 billion, equivalent to 6.4-8.3 percent of GDP in 2016. Moreover, deterioration of ambient air quality is responsible for a significant health burden with an estimated 44,500 premature deaths per year. The ambitious cleaner strategy to scale up renewable energy sources in the power and district heating generation mix is economically justified, if local and global environmental benefits are accounted for. Poland is moving in the right direction on energy transition with its envisioned targets on renewable energy, but achieving the more ambitious targets under the European Union Emission Trading Scheme requires intensified efforts to scale up and accelerate the penetration of clean energy. Active labor market policies can help mitigate employment impacts, which are expected to be negligible at national level and modest at local level given a dynamic economy and tight labor.

Siobhan Doucette provides a comprehensive examination of the Polish opposition’s independent, often underground, press and its crucial role in the events leading to the historic Round Table and popular elections of 1989. While other studies have emphasized the role that the Solidarity movement played in bringing about civil society in 1980-1981, Doucette instead argues that the independent press was the essential binding element in the establishment of a true civil society during the mid- to late 1980s. Based on a thorough investigation of underground publications and interviews with important activists of the period from 1976 to 1989, Doucette shows how the independent press, rooted in the long Polish tradition of well-organized resistance to foreign occupation, reshaped this tradition to embrace nonviolent civil resistance while creating a network that evolved from a small group of dissidents into a broad opposition movement with cross-national ties and millions of sympathizers. It was the galvanizing force in the resistance to communism and the rebuilding of Poland’s democratic society.

Decarbonising Poland's power sector will be a particularly significant challenge requiring huge investments. Coal accounts for 55% of Polish primary energy supply and 92% of electricity generation, raising significant climate change and environmental challenges. To this end, Poland's efforts to improve energy efficiency and to diversify the country's energy mix are praiseworthy and should be pursued. The government's attention to R&D on clean coal technologies, including carbon capture and storage (CCS) is also encouraging. The government could put more focus on the positive role that gas can play in decarbonising the electricity mix, especially if Poland's potential resources of unconventional gas are confirmed. To tap these resources, it will be vital to put the necessary legal and regulatory framework in place.

Book excerpt: The social discount rate measures the rate at which a society would be willing to trade present for future consumption. As such it is one of the most critical inputs needed for cost-benefit analysis. This paper presents estimates of the social discount rates for nine Latin American countries. It is argued that if the recent track record in terms of growth in the region is indicative of future performance, estimates of the social discount rate would be in the 3-4 percent range. However, to the extent that the region improves on its past performance, the social discount rate to be used in the evaluation of projects would increase to the 5-7 percent range. The paper also argues that if the social planner gives a similar chance to the low and high growth scenario, the discount rate should be dependent on the horizon of the project, declining from 4.4 percent for a 25-year horizon to less than 4 percent for a 100-year horizon.
