Book excerpt: The idea of China's co-operation with the Central and Eastern European Countries (“CEECs”) within the framework of the 16 1 Group (“G16 1”) came forth during Poland's president Komorowski's visit to Beijing in December 2011. The meeting with China's president Hu Jintao produced a Sino-Polish declaration stating that the Chinese side was interested in an increased imports of Polish goods and in supporting a participation of Chinese entrepreneurs in infrastructural projects as well as privatizations of remaining state-owned enterprises in Poland (Chinese Embassy 2011). The Chinese side soon formalized this idea during prime minister Wen Jiabao's visit to Warsaw in April 2012 by releasing “Twelve Measures for Promoting Friendly Cooperation with Central and Eastern European Countries” (FMPRC 2012). The annual summits of the G16 1 were subsequently held in Bucharest, Belgrade, Suzhou and Riga. Meanwhile, Czech Republic elevated its ties with China to a strategic partnership agreement in March 2016 (Tian 2016), and Sino-Polish relations were elevated to the comprehensive partnership agreement in June 2016. The purpose of this chapter is to critically look at the relations of China and Poland as the largest country of the G16 1 in terms of demography, territory and economy.This chapter starts by offering background-information on the role of the G16 1 (section 2.1) and the significance of Poland (section 2.2) for the BRI. This chapter then reviews the history of the Sino-Polish relations including the period before WW2 (section 3.1), socialist Poland (section 3.2) and Sino-Polish relations after Poland's transformation toward market economy (section 3.3). Next, this chapter discusses the agreement on the Sino-Polish comprehensive strategic partnership reached in June 2016 (section 4) and moves on to the assessment of these developments from the perspective of the geopolitical determinism of CEE and Poland (section 5.1), current Polish developmental strategy (5.2), and EU's stance on the BRI and G16 1 (section 5.3).

Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a longterm, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called – by paraphrasing the slogan of Chinese diplomacy – as “asymmetric win-win” formula. This model is a kind of “back to the past“ – a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.
