Book excerpt: Computer spread sheet models were developed to gain a better understanding of the factors that lead to pressurization and failure of plastic bottles containing plutonium solutions. These models were developed using data obtained from the literature on gas generation rates for plutonium solutions. Leak rates from sealed plastic bottles were obtained from bottle leak tests conducted at Rocky Flats. Results from these bottle leak tests showed that narrow mouth four liter bottles will seal much better than wide mouth four liter bottles. The gas generation rate and leak rate data were used to develop models for predicting the rate of pressurization and maximum pressures expected in sealed bottles of plutonium solution containing various plutonium and acid concentrations. The computer models were used to develop proposed time limits for storing or transporting plutonium solutions in sealed plastic bottles. For plutonium solutions containing 1.5 g/l, maximum safe storage times from 4 weeks to 12 months are proposed. The maximum safe storage times vary depending upon the plutonium concentration in the solution. Low concentration plutonium solutions can be stored safely for longer periods of time than high concentration plutonium solutions. For solutions containing 1.5 g/l plutonium, storage in sealed bottles should not be allowed. However, transportation of higher concentration plutonium solution in sealed bottles is required, and safe transportation times of 1 shift to 6 days are proposed.

Book excerpt: One of the largest, most complicated and expensive environmental problems in the United States is the cleanup of nuclear wastes. The US Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radio-active waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling. DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades. The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.

Book excerpt: In October and November of 1981 thirteen approaches-to-critical were performed on a remote split table machine (RSTM) in the Critical Mass Laboratory of Pacific Northwest Laboratory (PNL) in Richland, Washington using planar arrays of polyethylene bottles filled with plutonium (Pu) nitrate solution. Arrays of up to sixteen bottles were used to measure the critical number of bottles and critical array spacing with a tight fitting Plexiglas® reflector on all sides of the arrays except the top. Some experiments used Plexiglas shells fitted around each bottles to determine the effect of moderation on criticality. Each bottle contained approximately 2.4 L of Pu(NO3)4 solution with a Pu content of 105 g Pu/L and a free acid molarity H+ of 5.1. The plutonium was of low 240Pu (2.9 wt.%) content. These experiments were sponsored by Rockwell Hanford Operations because of the lack of experimental data on the criticality of arrays of bottles of Pu solution such as might be found in storage and handling at the Purex Facility at Hanford. The results of these experiments were used "to provide benchmark data to validate calculational codes used in criticality safety assessments of [the] plant configurations" (Ref. 1). Data for this evaluation were collected from the published report (Ref. 1), the approach to critical logbook, the experimenter's logbook, and communication with the primary experimenter, B. Michael Durst. Of the 13 experiments preformed 10 were evaluated. One of the experiments was not evaluated because it had been thrown out by the experimenter, one was not evaluated because it was a repeat of another experiment and the third was not evaluated because it reported the critical number of bottles as being greater than 25. Seven of the thirteen evaluated experiments were determined to be acceptable benchmark experiments. A similar experiment using uranyl nitrate was benchmarked as U233-SOL-THERM-014.

Book excerpt: As part of the DOE Plutonium Vulnerability Assessment, an investigation was made to characterize the can failures at LLNL. Since the LLNL Plutonium Facility was opened for plutonium operations in 1961, there have only been three can failures that could be remembered by plutonium handlers, vault workers, chemical analysts, and material managers. Only one of these can failures was discovered during the processing of more than 606 packages containing plutonium as part of the LLNL Plutonium Inventory Reduction Program. A very low failure rate, especially since some of the 606 cans had been in storage for two to three decades. Two of the three containers that failed were made of aluminum and were packaged with 1.25 inch diameter plutonium metal spheres. The cans were split down their entire length and the plutonium metal was heavily oxidized. The secondary gallon container of the third package failure was found to be imploded in the storage vault. Upon closer examination, the plastic bags around the inner pint can were badly melted and the lid on the can was loose. Like the other two failures, the metal was heavily oxidized. In all three of the can failures, it is theorized that air entered the inner can through incomplete sealing and the oxygen in the air then reacted with the plutonium metal to produce plutonium oxide. Air was supplied to the inner can by permeation through the surrounding plastic bag. The air could have either diffused through the bag or could have been pumped through the twisted and taped ends of the inner most bag. The inner bags and cans were packaged into second bags and cans in an air atmosphere; therefore, trapping air inside the packaging configuration that could have passed through the bags. A failure of the inner can integrity would be necessary for the air to pass into it. In all three LLNL can failure cases, it is believed that the seal of the inner can was not sufficient to prevent a breach of the can environment.
