Emerging from civil war, it had to embark on reform in the early to mid-1980s from a position of severe political weakness. In the study, the effects of economic policy at the aggregate level are discussed in detail, but 'snapshot' empirical analyses of responses at the household level, both urban and rural, are also presented. Uganda was for many years considered to be Africa's 'worst case'; its recent recovery thus provides hope for similar countries in the region.

Available in PDF, EPUB and Kindle. Book excerpt: In 1997, Uganda undertook extensive reforms in tax legislation. This had been preceded by the structural reforms in tax administration that saw the creation of the Uganda Revenue Authority in 1991. The aim of the far reaching reforms was to improve the tax system and increase its revenue productivity. This book demonstrates that the reforms were not as successful as anticipated and revenues have not improved in a sustained way. The revenue from direct taxes only contributes about 20% to the total revenue, well below the Sub-Saharan average of 40%. This has focused attention on the appropriateness of the reforms. The focus of the reforms on achieving efficiency did not sufficiently take into account the fundamental importance of equity within the system. As a result, the Income Tax Act 1997 embodies distortions and inequalities in the treatment of taxable income and taxpayers that have led to inefficiency in the system as a whole. The tax reforms also took a narrow technical view of the tax system. The book employs political economy and optimal theory to explain the weaknesses in the tax system. It is argued that the reforms, although well designed, were not likely to be successful given the timing and context of implementation. The multidisciplinary and functionalist approach of the book is helpful in highlighting the constraints in which tax design and tax reform is undertaken in Uganda. It is argued that the reforms we “blunted” by the manner of their formulation and context of implementation. Taxation is a socio-political issue and yet the IMF and World Bank which supported the reforms did not take into account the limited political will. The lack of consensus in policy formulation has weakened the socio-contract and allowed the government to blame external factors for the poor performance. The weaknesses in governance and corruption have had an impact on the tax system by encouraging tax avoidance and evasion among political elites as well as on activities in the informal sector.

Book excerpt: The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. Part 2 has six case studies from different areas of the Tohoku region, including Fukushima. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and recovery studies. The book provides them with a good idea of the current research trends in the field and furnishes basic knowledge about these vital topics. Another target group comprises practitioners and policy makers, who will be able to apply the knowledge collected here to policy and decision-making.

Book excerpt: Uganda's economic recovery is strengthening on the back of low inflation, favorable agricultural production, and strong activity in industrial and services sectors. The envisaged start of oil production in late 2025 is expected to further boost growth and improve fiscal and external balances in the medium term. Risks are mostly on the downside, including continued fallout from the Anti-Homosexuality Act (AHA), which complicates already tight external financing conditions, potential delays in oil production, and climate-related shocks.

Book excerpt: Plastic pollution is one of the biggest challenges of the twenty-first century that requires innovative and varied solutions. Focusing on sub-Saharan Africa, this book brings together interdisciplinary, multi-sectoral and multi-stakeholder perspectives exploring challenges and opportunities for utilising digital innovations to manage and accelerate the transition to a circular plastic economy (CPE). This book is organised into three sections bringing together discussion of environmental conditions, operational dimensions and country case studies of digital transformation towards the circular plastic economy. It explores the environment for digitisation in the circular economy, bringing together perspectives from practitioners in academia, innovation, policy, civil society and government agencies. The book also highlights specific country case studies in relation to the development and implementation of different innovative ideas to drive the circular plastic economy across the three sub-Saharan African regions. Finally, the book interrogates the policy dimensions and practitioner perspectives towards a digitally enabled circular plastic economy. Written for a wide range of readers across academia, policy and practice, including researchers, students, small and medium enterprises (SMEs), digital entrepreneurs, non-governmental organisations (NGOs) and multilateral agencies, policymakers and public officials, this book offers unique insights into complex, multilayered issues relating to the production and management of plastic waste and highlights how digital innovations can drive the transition to the circular plastic economy in Africa. Book excerpt: This book examines how fiscal policy and management can promote gender equality in developing as well as developed countries. Providing an international look at gender budgeting, it draws on countries at different levels of development, with an emphasis on low-income developing countries. It introduces the reader to the main trends in gender equality, the key ideas and rationale of gender budgeting from a fiscal policy perspective and where gender budgeting fits into public financial management. It offers case studies and other empirical evidence from developing, emerging, and developed countries on what works in using fiscal policy and public financial management to narrow gender gaps in education, health care, access to infrastructure, and economic empowerment. It also provides policy recommendations appropriate to countries at different levels of development. The reader will gain an understanding of how fiscal policy and public financial management can contribute to gender equality and women’s advancement. The book provides a well-grounded set of conclusions and policy recommendations, drawn from evaluation of the evidence. The focus is on low-income developing countries but is combined with a well-rounded look at developing countries, more generally, emerging markets, and developed countries as well. This book will be a valuable resource for economists and policy makers, particularly those in developing countries still grappling with large disparities between women and men. It will also prove useful to researchers and those who provide technical assistance and aid to countries on fiscal policies and tools for gender equality.

Book excerpt: Gerard Emmanuel Kamdem Kamga, Serges Djoyou Kamga, and Arnold Kwesiga explore a relatively new phenomenon, namely referred to as illicit financial flows, that aim to impoverish the African continent and prevent its economic development. There is a direct relationship between illicit financial flows and failed initiatives to realize the right to development on the continent. For instance, in 2016, Africa received $41 billion towards public development while $50 billion left the continent through illicit financial flows. The gap between recent economic achievements on the continent and its state of generalized underdevelopment coupled with rampant poverty, corruption, prolonged economic crisis, and political instabilities signals an issue with resource allocations. The systematic theft of resources by multinational corporations and criminal networks is a hard blow to the idea of people-driven development in line with the Pan African vision of “an integrated, prosperous and peaceful Africa” proclaimed by Agenda 2063. Right to Development and Illicit Financial Flows from Africa: Dynamics, Perspectives, and Prospects provides insights into the dynamics and perspectives on illicit financial flows and its dire impacts on the right to development and development initiatives across the continent.
