The energy generated by plasma arcs has been recently applied to hazardous waste control. The technology involves subjecting hazardous material to high temperatures with the purpose of immobilizing non- volatile chemical species into a non-leachable matrix. Plasma arc vitrification processing is well suited for special waste disposal requirements. In addition to its ability to sustain high temperatures, other attractive plasma technology features include its flexibility to operate in either an oxidizing or reducing environment, resultant waste volume reduction, low gas throughput, and flexibility to treat a large variety of waste types. Since 1989 the U.S. Army Corps of Engineers Construction Engineering Research Laboratories have been active participants in the research and developmental efforts undertaken to establish this technology as an efficient, economical, and safe hazardous waste immobilization tool. This paper will provide both a plasma arc technology overview and discuss Army/Department of Defense unique hazardous waste disposal needs, such as pyrotechnic smoke assemblies, thermal batteries, proximity fuzes, and contaminated soil which may be met through utilization of this tool. Specific examples of feasibility studies, Construction Productivity Advancement Research (CPAR) projects, and demonstrations undertaken to immobilize environmentally hazardous materials will be provided. Results of completed activities and on-going developments such as mobile plasma arc systems and dual torch demonstration plans will also be presented.

Book excerpt: The purpose of this research is to analyze the applicability of the plasma waste destruction technology to North Carolina hazardous waste streams. This study outlines the current regulations, existing technologies, and innovative technologies being considered as hazardous waste treatment alternatives. From this foundation, the study proceeds to identify the superiority of the plasma waste destruction technology. Specific areas of discussion include: temperature capabilities, waste residence time requirements, destruction removal efficiencies, operational efficiencies, economic issues, safety, and maintenance. This study finds the plasma destruction technology to be fully effective and superior to conventional facilities. The technology completely destroys hydrocarbons and can reduce the volume of many other hazardous wastes on the order of one part per million. The required residence time of waste in a plasma facility for effective destruction is a fraction of a second, while the rotary kiln incinerator maintains an average residence time of approximately 5 seconds. Also mass and heat balance calculations are performed to quantify the effectiveness and efficiency of this technology. It is found that one day's average amount of hazardous waste generated in the state of North Carolina can be destroyed in approximately thirty seconds using a standard one megawatt power source. Yet, before this technology is adopted as North Carolina's primary hazardous waste destruction technology, further study is needed so that all issues considered in this research can be conducted in great detail.

Non-Stockpile CWM (NSCWM) is materiel not included in the current U.S. inventory of chemical munitions and includes buried materiel, recovered materiel, components of binary chemical weapons, former production facilities, and miscellaneous materiel. Because NSCWM is stored or buried at many locations, the Army is developing transportable treatment systems that can be moved from site to site as needed. Originally, the Army planned to develop three transportable treatment systems for nonstockpile chemical materiel: the rapid response system (RRS), the munitions management device (MMD), and the explosive destruction system (EDS). This report supplements an earlier report that evaluated eight alternative technologies for destruction of the liquid waste streams from two of the U.S. Army's transportable treatment systems for nonstockpile chemical materiel: the RRS and the MMD. This report evaluates the same technologies for the destruction of liquid waste streams produced by the EDS and discusses the regulatory approval issues and obstacles for the combined use of the EDS and the alternative technologies that treat the EDS secondary waste streams. Although it focuses on the destruction of EDS neutralent, it also takes into consideration the ability of posttreatment technologies to process the more dilute water rinses that are used in the EDS following treatment with a reagent.

As interest continues to expand in the application of thermal plasma technology for waste treatment and remediation, more and more personnel are becoming involved with treatment, regulation, monitoring, and commercial operations and many have little understanding of this emerging technology. To address these needs, this report will describe: (1) characteristics of plasmas; (2) methods for generating sustained thermal plasmas; (3) types of thermal plasma sources for waste processing; (4) the development of thermal plasma waste treatment systems; and (5) Department of Defense plasma arc waste treatment demonstration projects.
