Book excerpt: Among the regional landed elites in the Western World of the mid-1800s, the two most formidable were the owners of slave plantations in the Southern states of the U.S. and the proprietors of manorial estates in the provinces of Prussian East Elbia. Masters and Lords surveys the economic, social, and political histories of the two classes from the seventeenth and sixteenth centuries respectively, and pays particular attention to planters during the secession crisis of 1860-61 and to Junkers during the revolutionary crisis of 1848-49. In the process, Bowman grapples with such ambiguous and contentious concepts as capitalism, conservatism, and paternalism. Despite very different labor systems, antebellum planters and contemporaneous Junkers alike presided over landed estates that functioned as both autocratic political communities and agricultural enterprises exporting valuable commodities to industrializing England. This book also highlights important geographic, demographic, and political contrasts between the South and East Elbia as regional societies. Bowman concludes that the crucial distinction between the two landed elites is to be found in the Junkers' militarist and estatist monarchism versus the planters' libertarian but racist republicanism.

In an attempt to dispel long-lasting myths about the South, the essays analyze the economic evolution of the South since the slave era. From this perspective, the conception of a backward, wholly agricultural antebellum South occupied only by wealthy planters, poor whites, and contented slaves has finally given way to one of economic and social dynamism as well as regional prosperity. In a coherent and cohesive progression of subjects, these essays show that the South had been deeply enmeshed in the Atlantic economy since the colonial period and, after the Civil War, retained distinctive needs that caused increasing departure from the course northerners adopted on matters of political economy. This comparative approach also helps explain the motivations behind the political choices made by the South as an eminently export-oriented region. This book shows that the South was not slower to develop with respect to industrialization than either the majority of the northern states, especially in the West, or the countries of Western Europe. In fact, the apparently disappointing performance of the New South's economy appears to be the result of more pervasive and largely uncontrollable trends that affected the national as well as the international economy. Global Perspectives on Industrial Transformation in the American South makes an important contribution to the economic history of the South and to recent efforts to place American history in a more international context.

Book excerpt: In Confederate Political Economy, Michael Bonner suggests that the Confederate nation was an expedient corporatist state -- a society that required all sectors of the economy to work for the national interest, as defined by a partnership of industrial leaders and a dominant government. As Bonner shows, the characteristics of the Confederate States' political economy included modern organizational methods that mirrored the economic landscape of other late nineteenth-century and early-twentieth-century corporatist governments. Southern leaders, Bonner argues, were slave-owning agricultural capitalists who sought a counterrevolution against northern liberal capitalism. During secession and as the war progressed, they built and reinforced Confederate nationalism through specific centralized government policies. Bolstered by the Confederate constitution, these policies evolved into a political culture that allowed for immense executive powers, facilitated an anti-party ideology, and subordinated individual rights. In addition, the South's lack of industrial capacity forced the Confederacy to pursue a curious manufacturing policy that used both private companies and national ownership to produce munitions. This symbiotic relationship was just one component of the Confederacy's expedient corporatist state: other wartime policies like conscription, the domestic passport system, and management of southern railroads also exhibited unmistakable corporatist characteristics. Bonner's probing research and new comparative analysis expand our understanding of the complex organization and relationships in Confederate political and economic culture during the Civil War.

Agrarian Elites charts the parallel developments of plantations and latifondi in relation to changes in the world economy. At the same time, it examines the spread of "paternalistic" models of family relations and of slave and free-labor management that accompanied the rise of large groups of American slaveholders and southern Italian landed proprietors in the early-to-mid-1800s.
