Real GDP grew by 7 percent in 2015, with activity particularly buoyant in the construction, communication, finance, and transportation sectors. Inflation remained in single digits throughout 2015, averaging 5.6 percent, despite the significant exchange rate depreciation in the first half of 2015. Inflation in April 2016 was 5.1 percent, close to the authorities’ target of 5 percent. The banking system appears sound overall, but there is wide variation within the system. The level of financial development has improved in recent years, though at a gradual pace.

The SDS 17, i.e. this first publication, is a compendium of reviews of country agricultural censuses conducted during the WCA 2010 round (which covers the period 2006–2015) and their main results. This publication includes detailed metadata on agricultural censuses conducted by different countries. Apart from providing information on historical background, legal, institutional frameworks and international collaboration, the publication also provides an overview of the census staff, reference and enumeration periods, scope and coverage, methodological modalities, frame, data collection methods, questionnaires used, new technology used, data processing and archiving, and census data quality and dissemination. The metadata reviews are complemented by tables with main results on key structural characteristics, such as number of holdings, total area of holdings, area irrigated, machinery, gender, and sex of holders, number of household members, farm labor, livestock, and crop areas. Further, it identifies a range of key factors for child survival by combining a literature review, regional data analysis, and case studies. These studies center on rural villages in high Under-5 mortality rate (U5MR) regions and assess their strengths and weaknesses regarding child survival. By focusing on deprived rural areas as of 2002 and evaluating the improvements in the 2012 census data, the book also highlights the potential held by rural semi -subsistence economies. An analysis of the focus villages indicates that children in food-sharing circles had better chances of survival. However, food sharing is not necessarily inclusive; a significant number of children have fallen out of such circles, especially in mainland villages. Furthermore, monetary support for children’s medicine has often failed to arrive in time. Lastly, the book argues that, in addition to direct factors such as access to health services, water and sanitation, food intake, and education, it is essential that children receive inclusive support at various levels: family, community, village, national, and international.

Book excerpt: At roughly 4 percent per year, labor productivity in Tanzania has grown more rapidly over the past 14 years than at any other time in recent history. Employment growth has also been strong, keeping up with population growth at roughly 2.5 percent per year; the bulk of employment growth (90 percent) has been in the nonagricultural sector. However, the vast majority of this nonagricultural employment growth has occurred in informal sector. Using Tanzania’s first nationally representative survey of micro-, small-, and medium-sized enterprises, this paper shows that firms in the informal sector contributed roughly half a percentage point to economywide labor productivity growth in Tanzania between 2002 and 2012. However, virtually all of the labor productivity growth contributed by informal firms came from a small subset of firms called the “in-between firms.” This paper considers attributes of the in-between firms that could be used for targeting financial and business services to firms with the potential to grow. This paper finds two salient characteristics of in-between firms that might lend themselves to targeting—their owners are more likely to keep written accounts and more likely to keep their savings in formal bank accounts.

Who has the power to influence its shape and changes in it over time? What does it mean to be a precarious and informal worker in the private minibuses that provide public transport in Dar es Salaam? These are the main questions that inform this in-depth case study of Dar es Salaam's public transport system over more than forty years. The growth of cities and informal economies are two central manifestations of globalization in the developing world. Taken for a Ride addresses both, drawing on long-term fieldwork in Dar es Salaam (Tanzania) and charting its public transport system's journey from public to private provision. This new addition to the Critical Frontiers of Theory, Research and Practice in International Development Studies series investigates this shift alongside the increasing deregulation of the sector and the resulting chaotic modality of public transport. It reviews state attempts to regain control over public transport and documents how informal wage relations prevailed in the sector. The changing political attitude of workers towards employers and the state is investigated: from an initial incapacity to respond to exploitation, to the political organisation and unionisation which won workers concessions on labour rights. A longitudinal study of workers throws light on patterns of occupational mobility in the sector, and the political and economic interests that shaped the introduction of Bus Rapid Transit in Dar es Salaam, and local resistance to it are analysed. Taken for a Ride reveals the political economy of public transport, exposing the limitations of market fundamentalist and post-colonial scholarship on economic informality, the urban experience in developing countries, and the failure to locate the agency of the urban poor within their economic and political structures. It is both a contribution and a call for the contextualised study of 'actually existing neoliberalism'.
