Environ 7 000 communes françaises sont menacées par ces phénomènes dont un tiers connaît un niveau de gravité fort vis-à-vis des populations. Pour réduire ces effets souvent spectaculaires et assurer la sécurité des populations, il est impératif de les prendre en considération le plus tôt possible dans l'aménagement du territoire et les décisions d'urbanisme dans une perspective de développement durable. Le plan de prévention des risques naturels institué par la loi du 2 février 1995 qui modifie la loi du 22 juillet 1987 (décret d'application du 5 octobre 1995) et élaboré sous l'autorité du préfet de département, est un des moyens les plus pertinents pour y parvenir. Afin de faciliter leur réalisation et aider les services déconcentrés de l'État à en constituer les pièces techniques et réglementaires, la direction générale de l'urbanisme, de l'habitat et de la construction et la direction de la prévention des pollutions et des risques ont conçu ce guide. Celui-ci expose, en effet, les méthodes et moyens d'analyse des phénomènes naturels, de cartographie des aléas et d'évaluation des enjeux, et propose des recommandations pour établir le zonage et les prescriptions réglementaires. Il s'adresse également aux spécialistes auxquels est confiée l'étude technique, aux collectivités locales qui doivent intégrer le risque dans leurs documents d'urbanisme. Enfin, les populations concernées pourront y trouver une information sur les phénomènes de mouvements de terrain et les moyens de prévention par le PPR.

The DayWater ADSS greatly facilitates decision-making for stormwater source control, which is currently impeded by the large number of stakeholders involved and by the necessary multidisciplinary knowledge. This book presents the results of this project, providing new insights into both technical and management issues. The main objectives of its technical chapters are pollution source control modelling, risk and impact assessment, and evaluation and comparison of best management practices. It also covers management aspects, such as the analysis of the decision-making processes in stormwater source control, at a European scale, and stormwater management strategies in general.
