Book excerpt: Strategy and Defence Planning: Meeting the Challenge of Uncertainty explores and examines why and how security communities prepare purposefully for their future defence. The author explains that defence planning is the product of interplay among political process, historical experience, and the logic of strategy. The theory of strategy best reveals both the nature and the working of defence planning. Political 'ends', strategic 'ways', and military 'means' all fed by reigning, if not always recognized, assumptions, organize the subject well with a template that can serve any time, place, and circumstance. The book is designed to help understanding of what can appear to be a forbiddingly complex as well as technical subject. A good part of the problem for officials charged with defence planning duties is expressed in the second part of the book's title. The real difficulty, which rarely is admitted by those tasked with defence planning duty, is that defence planning can only be guesswork. But, because defence preparation is always expensive, not untypically is politically unpopular, yet obviously can be supremely important, claims to knowledge about the truly unknowable persist. In truth, we cannot do defence planning competently, because our ignorance of the future precludes understanding of what our society will be shown by future events to need. The challenge faced by the author was to identify ways in which our problems with the inability to know the future in any detail in advance-the laws of nature, in other words-may best be met and mitigated. Professor Gray argues that our understanding of human nature, of politics, and of strategic history, does allow us to make prudent choices in defence planning that hopefully will prove 'good enough'.

Finally, this book connects theoretical perspectives concerning the phenomenon of internationalization to the practice of academic librarianship in North America. It does this by presenting what librarians in both the United States and Canada think about working with international users in terms of benefits, challenges, and best practices. Practical lessons learned include the need to move beyond focusing solely on the linguistic and cultural challenges of working with international users to also consider the positive aspects of working with them, such as widening worldviews and expanding personal knowledge.

This applies equally to several professors at the University of Illinois at Urbana-Champaign. Harry Triandis and Anant Negandhi introduced me to cross-cultural research and inter national management. Howard Themas, Marjorie Lyles, and Irene Duhaime helped me to crystallize thoughts. Hanns-Martin Schönfeld, Seymour Sudman and Gerald Salancik challenged my thoughts about organizational behavior and methodology. Richard Watson, Univer sity of Georgia, and Louis Flores of Northern Illinois University were very helpful in providing address material for Australia and Latin America, as well as through assistance with translations. Jones proclaimed, "This administration is committed to having the most positive, progressive, exciting four years in our state's history." Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed. Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.
