Two chronic problems are identified: a drastic shortage of planning officiers, estimated to affect 46 per cent of local authority posts by 2012; and a significant and growing skills gap among those planners remain within the system.The Government has established several bodies to try to reverse the trend, but their influence has been limited and patchy to date, raising some confusion over precisely who is responsible for raising planning numbers and skills levels. Efforts to raise the number of students taking planning related university courses have been more successful, but it will take time to see tangible benefits from this.

Yet adaptation to climate change has been given only a fraction of the attention that has gone into reducing greenhouse gases. The Government must build awareness and support for the wide-ranging and urgent programme of action that is needed to protect people, property and prosperity and safeguard the natural environment. Adapting infrastructure and homes will be expensive. To maintain current levels of flood protection for homes, real terms spending on flood defences will need to increase from its current level of around £600 million per annum to around £1 billion in 2035. Estimates in 2009 suggest that by the end of the century around £7 billion may be needed to improve the Thames flood barrier and tidal defences. New homes being built now must be designed to cope with the inevitable changes in climate over the next 50 - 80 years. The Government must make adaptation and mitigation more central to the planning system. New developments should only be permitted if they are suited to future climates. Existing homes will also need to be adapted so that they are comfortable during hotter summers and better protected against the risk of flooding. The Government must help to kick start an integrated retro-fitting programme that covers adaptation, water efficiency and energy efficiency. Green infrastructure - such as water storage, greater tree cover and more open green spaces - must also be promoted.

But the document gives the Committee little confidence that the Government has a clear strategy for addressing the country's regeneration needs. It lacks strategic direction and is unclear about the nature of the problem it is trying to solve. It focuses overwhelmingly upon the achievement of economic growth, giving little emphasis to the specific issues faced by deprived communities and areas of market failure. The proposed measures are unlikely to bring in sufficient resources. Funding for regeneration has been reduced dramatically and disproportionately over the past two years, and unless alternative sources can be found, there is a risk of problems being stored up for the future. Also lacking is a strategy for attracting private sector investment. And the document gives too much prominence to changes to the planning system and does not acknowledge the benefits effective planning has brought to regeneration. The financial and economic climate has impacted dramatically upon regeneration, but the withdrawal of Housing Market Renewal Funding in particular has created significant problems, leaving many residents trapped in half-abandoned streets. The Committee suggests a number of measures that could, as part of a wider approach, contribute to stimulating regeneration and incentivising private sector involvement. The Government should now produce a national regeneration strategy which sets out a coherent approach to tackling deprivation and market failure in the country's most disadvantaged areas.

Book excerpt: Regional Spatial Strategies (RSSs) bridged the gap between those planning issues determined by local policy or concern, and those subject to policy goals defined at a national level - such as those for housing or renewable energy. The committee did not pass judgment on the merits of regional spatial strategies, but is concerned about the hiatus created by their intended abolition. This is giving rise to an inertia that is likely to hinder development - making it much harder to deliver necessary but controversial or emotive 'larger than local' facilities and to ensure that our national need for new housing is met. There also needs to be a strengthened local authority 'duty to co-operate' and a better understanding of where Local Enterprise Partnerships will fit into these new planning arrangements. The Government's recognition that we need to build more houses, and its commitment to deliver 150,000 affordable homes over the next four years (although this is not an exceptional number by historic standards) is welcomed. However, the likelihood of achieving this increase through the New Homes Bonus is questioned. There is no evidence this mechanism will increase housing supply by 8 - 13% in the way that ministers predict. Indeed, it became clear during this inquiry that estimates for new house building contained in local authorities' plans have already fallen by 200,000 following the decision to abolish RSSs. The committee concludes that this Government may face a stark choice between whether to build fewer homes than its predecessors, or abandon its commitment to promote localism in decisions of this kind. The committee therefore calls for the New Homes Bonus to be linked explicitly to the delivery of homes provided for in local plans following robust assessments of housing need

The direct costs of managing this waste-£2.5 billion annually for English household waste alone-are dwarfed by the costs of using new resources to replace discarded materials. The Government should, as a priority, set out a timetable with significantly raised targets for reducing the total amount of waste produced. The waste strategy focuses disproportionately on domestic waste, which contributes less than 10 per cent of all waste, while omitting firm targets for the commercial and industrial sectors which produce around a quarter of all waste. Defra must rectify this urgently. Funding cuts to services designed to help businesses manage their waste well are premature and should be re-evaluated and ways to extend such services to a wider range of organisations should be considered. Far too small a proportion of waste is re-used, recycled, composted or used to produce energy. Nearly half of all waste is still sent to landfill sites where it contributes to climate change, producing 3 per cent of the country's greenhouse gases and 40 per cent of its methane emissions. The Committee notes the so-called "Primark effect" which has led to large increases in the amount of clothing sent to landfill sites. Food waste is another significant component of waste sent to landfill sites and householders, food producers and retailers need to do more to reduce the amount of food discarded unnecessarily. Waste should only be used for energy recovery if it is not possible to re-use, recycle or compost it.

This prompted the Committee to launch an inquiry into local authority investments, in order to understand current practice, to study the roles and responsibilities of various groups and individuals involved, and to make recommendations intended to limit the exposure of local authority funds to such risk in future. The unusual nature of the recent financial situation should not excuse failures that occurred in local authority financial arrangements. The inquiry reveals a degree of misunderstanding, misinformation and complacency on the part of some crucial players, both within local authorities and in the wider financial sector, which contributed to the putting of taxpayers' money at unnecessary risk. There is significant room for improvement in the guidance and codes of practice for local authorities: to be more explicit in certain areas in order to make the system more transparent; to explain where the responsibilities lie, both in executing and in overseeing treasury management, including more rigorous training and reporting; and to highlight the variations of service on offer by different external service providers. It was the role of external service providers, specifically some of the treasury management advisers, which caused the Committee most concern and the Financial Services Authority should investigate the services provided by them as soon as possible and should take a more active role in their regulation.

The excessive cost of abandoning the project - an extra £8 million more than it will cost to complete - indicates the Department should continue with the project so long as it also: examines alternatives and provides assurances that FiReControl represents the best viable option for the future of Fire and Rescue Services; resolves its contractual dispute with EADS and implements a viable project plan; addresses the shortcomings in its management of the project; consults fully with FRS staff and professionals to define end-user requirements; provides assurances that the safety and security of the Olympic Games will not be compromised by the roll-out of new Regional Control Centres. DCLG should urgently to draw up and consult on contingency plans for any further failures in the FiReControl programme to ensure ongoing safe and effective fire and rescue services cover across the whole country.

The Department for Communities and Local Government has given local authorities approximately £68 million a year to improve the handling of planning applications and in particular to speed them up. Measures taken include: national targets; payment of Planning Delivery Grant; initiatives to build public sector planning capacity; initiatives to improve the development management process. While authorities are taking more decisions on major housing schemes within 13 weeks, the true extent of the improvement across the development process is not as clear as it could be. The combination of the extra grant and the setting by the Department of targets has encouraged local authorities to give a higher priority to taking speedier decisions. The Department's figures on processing planning applications for large housing developments show a significant improvement, with 67 per cent of decisions being reached in 13 weeks in 2007-08, up from 37 per cent in 2002-03. But the extent of improvement across the development process is less clear because the Department's performance measure excludes the time spent before an application's submission and after its subsequent approval, both of which can be substantial. The Department does not collect data on how long it took to reach these decisions. The National Audit Office found that, for the 11 authorities visited, decisions to reject were taken more quickly than those to approve, with approval taking on average 25 weeks for the 100 cases examined from 2006-07.
