Book excerpt: Intelligent transportation systems (ITS) has been a primary program focus of the U.S. Department of Transportation since its origination in the Intermodal Surface Transportation Efficiency Act of 1991. The federal ITS program funded early deployment planning studies for the 75 largest metropolitan areas, where significant congestion and pollution problems, as well as the size and complexity of the transportation systems, presented the greatest need for operational improvements. Recent ITS benefit studies have shown that a number of ITS technologies can have a significant effect on increasing the efficiency and safety of a region's transportation system. Now that the federal ITS program is mature, and benefits have been realized, the transportation system outside large urban areas in the United States is beginning to look toward information and communication technologies to address transportation goals. The federal government has recently initiated a rural ITS program, ARTS, to deploy ITS in rural areas. However, no specific program has focused on the needs of small urban areas, where 16.5 percent of the U.S. population lives. This study considers how ITS planning can aid small urban areas in determining appropriate ITS solutions for their transportation networks. This was accomplished through a case study of the Charlottesville, Virginia, region. Based on the findings, a number of recommendations for how best to plan for ITS in small urban areas in Virginia and other areas were made. These results include recommending the use of the Federal Highway Administration's ITS Planning Process, Version 2.1 for small urban area ITS studies and suggesting that the Virginia Department of Transportation incorporate the method in its planning for small urban areas. Other recommendations include using an additional market package screen for the ITS Planning Process and calling for the federal ITS program to fund planning studies in small urban areas throughout the United States.

Book excerpt: This endeavor is a logical extension of Iowa's planning and deployment in the ITS arena. In 2001 Iowa DOT completed a project to produce a statewide ITS deployment plan. While the project has been technology-oriented, it also supports the broader objectives of the State of Iowa as well as the participating communities. Foremost among these objectives is to provide efficient and effective transit services that meet the needs of rural and small urban communities. The implementation of technology is, therefore, not for technology's sake; it is to improve transit services. ITS technology is a tool, and the project has defined a way of deploying these tools to serve transit agencies and transit users throughout the state. The Transit ITS Deployment Plan is an initial step in the overall ITS deployment process. Experience from around the country has shown that initial planning is critical, and is too often an activity that is not given adequate time or resource. Thus, the project approaches the task of ITS deployment in several steps or phases.

Book excerpt: In early 2002, the Iowa Department of Transportation engaged a consultant to help develop a statewide transit ITS plan. Iowa DOT intended to provide a means for transit agencies in the state's rural and small urban communities to utilize Intelligent Transportation Systems (ITS) applications to support and enhance transit operations. Although several of the state's transit agencies have implemented ITS applications, most agencies continue to rely on manual procedures for operations, management, and customer service functions. This endeavor is a logical extension of Iowa's planning and deployment in the ITS arena. In 2001 Iowa DOT completed a project to produce a statewide ITS deployment plan. While the project has been technology-oriented, it also supports the broader objectives of the State of Iowa as well as the participating communities. Book excerpt: Public transit providers are adopting electronics and information-processing applications called ITS to help improve operations and service. ITS technologies can play an important role in facilitating multimodal choices in a rapidly changing transportation environment. This report describes: (1) the extent to which selected transit providers in large urbanized areas are using ITS, (2) the extent to which transit providers in small urban and rural areas are using ITS, (3) the benefits and challenges these transit providers experience in deploying ITS, and (4) the extent to which transit providers have utilized DOT resources to promote and support ITS. GAO reviewed DOT's ITS deployment data and ITS studies; interviewed DOT officials and public transit stakeholders; conducted three site visits, selected based on geographic dispersion and DOT recommendations; interviewed 31 transit providers serving large urbanized areas selected for geographic dispersion and use of multiple transit modes; and conducted a national survey of small urban and rural transit providers to obtain information on ITS technologies used.
