Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Available in PDF, EPUB and Kindle. Book excerpt: For over 30 years now large-scale investment has been made in science education throughout the world and in developing countries in particular. A handful of countries have indeed succeeded in raising their respective population's general level of scientific knowledge, but in other countries, in spite of much effort, the shortage in supply of science-trained students persists, examination achievement levels remain low, and the cost of provision so high that many children all over the world are denied access to effective science teaching. Whilst the problems of curriculum relevance have been widely discussed, little attention has been paid to the issues confronting the policy-maker and the manager in deciding how much to invest in science education, how to provide value for money or how much science to provide for how many students. This book addresses the question of how best to plan investment in science at secondary level in developing countries using insights from the studies conducted under a five-year research programme carried out by the International Institute for Educational Planning. The result is an extensive account, commentary and analysis of the main issues that the planners of science education in developing countries are likely to be confronted with when addressing the challenges of the twenty-first century.

Book excerpt: This collection of papers presents the critical reflections on the management and planning of education of 18 senior officials working in 12 small island nations. The papers are a result of their participation in the Postgraduate Diploma in Educational Planning and Management in Small States program at the University of Malta. The book is divided into two sections. After an introductory essay and two papers on generic management and administration issues in small states, the papers in the first section deal with educational management, addressing the education process from its internal organizational or operational perspective. This section addresses such topics as resource allocation, Total Quality Management, staff recruitment, job satisfaction, and the role of principals. The second section of the book discusses educational planning, focusing on education as a tool for national development. This section discusses such topics as school-business linkages, the general role of educational planning, and specific developmental challenges facing primary, secondary, vocational, and adult education in small countries. Each chapter begins with a brief summary of the key arguments of the paper and ends with a discussion point based on the contents. (Contains a subject and author index.) (WFA).

Book excerpt: It was in a context of unprecedented economic growth that educational planning developed in the 1960s. At the time, educational planners were entrusted with orchestrating the tremendous expansion of schooling, with the aim of both universalizing education and providing national economies with the qualified manpower needed. Such rigid mandatory planning is not suited to today's world, but other forms of planning such as policy analysis, policy dialog, labor market analysis, and strategic management are still valid. The following is a complete list of reprinted essays collected for this book.

Book excerpt: In late 1988, on the occasion of its 25th anniversary celebration, the International Institute for Educational Planning organized an international workshop to review the major problems faced by education today and to consider the future of educational planning worldwide. The workshop brought together researchers, planners, and specialists from all ideological, political, and geographical horizons to tackle topics such as the influence of economic and social change on education, educational finance difficulties, declining educational quality, preparation for employment, educational management issues, and educational planning prospects. This volume includes a selection of workshop papers, including a "Synthesis Report of the Workshop" (Francoise Caillods); "The Economic and Socio-Cultural Situation in Socialist Countries with Particular Emphasis on the USSR" (George Skorov); "The Financing of Education: Impact of the Crisis and the Adjustment Process" (Claude Tibi); "Teaching and Learning Conditions in Developing Countries" (Francoise Caillods and T.
