Book excerpt: Planning in a general sense is concerned with the design of communication and decision making mechanisms in organizations where information and choice are decentralized. Non-cooperative planning theory as it is developed in this book treats the incentive aspects hereof. It stresses how strategic behavior and opportunism may impede planning, and how this can be coped with via the organization of communication and decision making, the design of information and control systems, and the development of incentive schemes. In particular, the book contains a thorough investigation of incentive provision in information production.

Book excerpt: First published in 1985, Decentralization provides an analytical framework for the comparative study of decentralization in contemporary systems of government. It discusses the structures and processes of all forms of decentralized government and administration, drawing on a wide range of states, developed and developing, capitalist and socialist. The book provides a comparative and theoretical treatment of a subject that for too long has been dealt with in a fragmented and ethnocentric fashion. Decentralization is examined from a theoretical perspective and the political demand for it is analysed. Four key universal themes are then explored: areas, intergovernmental relations, finance and institutions. Decentralization to small-scale communities is discussed and the special claims made for decentralization in developing countries are assessed. Examples are drawn from a wide range of countries throughout the world. The book is intended for courses in public administration, comparative government, urban studies and public policy. It will help both the student and the non-specialist understand an important and topical aspect of government everywhere.

Socialist countries now account for about a quarter of the world economy, about a third of the world population and about half the world military power. What happens in those countries is therefore par excellence of importance to all of us. This book is an outcome of a Conference on Economic Systems and Reforms in a Changing World, held in Seoul in September 1987. The Conference was significant in several respects. Foremost was the fact that this was probably the first such meeting of scholars from both socialist and non-socialist countries held to discuss socialist economic reforms worldwide.

Professor Frits J. de J ong gathered material for this book since the very beginning of his professional career in the final years of the forties. Unfortunately, the author himself was not able to see the final result of his labours in book form. A mere few weeks after the completion of the manuscript, in November 1976, Professor De Jong passed away. As Hartog and Hennipman wrote in their memorials, Frits de Jong always devoted much attention to the development of concepts and terminology. Throughout his career, he exhibited great determination and perseverance in trying to achieve a clear and consistent terminology, and its subsequent use, in the science of economics. !' 2 That his efforts were mainly aimed at his native language was due to the fact that a language such as Dutch, which is only practiced in a small geographic area, faces the danger of a large-scale introduction of foreign words, specifically English/American, German and French words in this case. He always strongly resisted such a debasement of the Dutch language and sought instead to construct appropriate Dutch words for the existing English, German and French ones. An early example can be found in an article published in De Economist of 1950, entitled "De economische terminologie in het Nederlands" (The Terminology of Economics in Dutch).

Regional science provides the theoretical basis of urban and regional planning. The subject covers such topics as regional development, regional accounts, spatial price computation, regional and interregional knowledge networks and measurement of regional quality of life. A considerable amount of change has taken place in the spatial pattern of socio-economic activities and their interactions over the last half of the century leading to the need for more advanced tools of analysis in regional science. This book fulfils this need.

The book first offers information on the abbreviations used in economics and language indicators. These include the abbreviations for colloquial, feminine, masculine, neuter, plural, and indicators of the French and German languages. The manuscript then provides a basic table of economic terms in English with their French and Russian counterparts and an alphabetical tabulation of French and German economic terms. The text also elaborates on a Russian alphabetical and numerical index. A Russian to English tabulation of economic terminologies is also provided. The publication is a fine reference for economists and readers interested in the semantic development in economics.

Available in PDF, EPUB and Kindle. Book excerpt: Is Europe witnessing the death of the once mighty nation-state? If it is, then two of the most powerful factors in its post-war decline have been European integration and regionalism. Both challenge the nation state's monopoly of authority - one from above, the other from below. Although it is increasingly recognized that the two are connected. This book provides a definitive examination of the new patterns of politics and policy that link the three levels of European Union, nation state, and region. Looking at each member state in turn the authors emphasize the diversity of the European experience. European integration has differing impacts on different regions. In some it is seen as a threat, centralizing power and increasing their peripherality. To others it is an opportunity to by-pass national governments and assert their personality. The authors are sceptical of the `Europe of the Regions' scenario, in which nation states fade away in favour of the other two levels. But they do show how the Maastricht commitment to subsidiarity together with the twin forces of European integration and regional assertion are profoundly changing the politics of Europe as it moves into the twenty-first century.
