De esta manera, nuestro estudio se basa en sus dos etapas esenciales: el abastecimiento de agua potable (distribución y suministro), y el saneamiento de aguas residuales (depuración y tratamiento). Tal es la crisis del agua, que datos de la Organización para la Cooperación y el Desarrollo Económicos señalan que cerca del 40% de la población mundial vive actualmente en situación de estrés hídrico y que la demanda de agua aumentará en un 55% con respecto a la actual para el año 2050. Asimismo, las tendencias hacia el aumento de la escasez del agua y las sequías en Europa son preocupantes, se prevé afectarán en 2030 a aproximadamente la mitad de las cuencas hidrográficas de la Unión Europea, esperándose además un incremento en la demanda de agua en un 40% para 2030. El caso de Chile no es distinto, los niveles promedio de las lluvias disminuyen año a año, los ríos están en sus niveles mínimos estadísticos y los embalses registran un déficit actual de 39% respecto a sus promedios. Además, a nivel global, más del 80% de las aguas residuales se descargan directamente en el medio ambiente sin tratamiento previo alguno...

Por ende, la gestión de recursos hídricos debería constituir un enfoque preventivo para la adaptación al cambio climático. No contiene todas las respuestas para la adaptación; al contrario, hará falta una amplia variedad de las mismas. Pero el agua es tanto parte del problema como también una parte importante de la solución. Es un buen punto de partida. A nivel global, se espera que la totalidad de los efectos del cambio climático sobre los recursos de agua dulce sean negativos. Sin embargo, hay muchos aspectos que aun no se comprenden bien. Si bien la relación entre el aumento de las temperaturas y los cambios en la precipitación ha sido demostrada exhaustivamente, no sucede lo mismo en el caso de los efectos sobre los caudales de los ríos y la recarga de las aguas subterráneas. Es necesario que se comprendan mejor los desafíos específicos planteados por el derretimiento de la nieve y los glaciares, así como los efectos en la calidad del agua. Las medidas destinadas a implementar una sólida gestión del agua constituyen medidas de adaptación. La comprensión de la dinámica de la variabilidad actual y del cambio climático futuro, en tanto que afectan el suministro y la demanda de agua en todos los sectores que hacen uso del recurso, y una mayor capacidad para responder a la misma, permiten lograr una mejor gestión de los recursos hídricos. Esto fortalece la capacidad de recuperación ante lospeligros actuales del cambio climático, al mismo tiempo que se desarrolla la capacidad de adaptación al cambio climático futuro. Alcanzar y sostener la seguridad hídrica ? definida en términos generales como la capacidad de aprovechar el potencial productivo del agua y limitar su potencial destructivo ? brinda un enfoque para las estrategias de adaptación y un marco para la acción. Para los países que no hayan alcanzado la seguridad hídrica, el cambio climático hará que ello resulte aún más difícil. Mientras que para aquellos que tienen seguridad hídrica, probablemente les resulte difícil sostenerla. Es probable que todos necesiten destinar recursos adicionales a la gestión de recursos hídricos. Abordar la seguridad hídrica implica una sólida estrategia de adaptación temprana que proporcione beneficios inmediatos a las poblaciones vulnerables y desatendidas, y promueva de esta manera los Objetivos de Desarrollo del Milenio, al mismo tiempo que fortalezca los sistemas y la capacidad de gestión a largo plazo de los riesgos climáticos. Muchas sociedades querrán seguir invirtiendo en la gestión del agua para ir más allá de la seguridad hídrica y aprovechar todos los beneficios económicos, sociales y ambientales que pueda generar un uso más sabio del agua.

In 1990 Finland was the first country to introduce a tax on CO2. Later, Sweden, Denmark, Netherlands, Slovenia, Germany and the UK followed suit with tax reforms that shifted taxation from labour to carbon and energy. Over the years, CO2 and energy taxes have gradually been raised, so that in Europe taxes of more than 25 billion Euros a year have been shifted. This book examines carbon-energy taxation in detail and looks at tax shifting programmes for lowering other taxes. It offers extensive analysis on the basis of historical data and seeks to answer important questions for policy-making, such as: What was the impact of tax shifting for economic performance and competitiveness? By how much were emissions of CO2 reduced? Could energy-intensive industries cut further down on their fuel demand or did they loose market shares? To what extent was there 'leakage' from Europe, so that production and CO2 emissions were shifted to other countries or regions without CO2-abatement policy? The use of unique and original data, including sector-specific energy prices and taxes, as well as the use of advanced statistical techniques, such as co-integration analysis and panel-regression techniques along with the time-series estimated macro-economic model E3ME, make this a truly comprehensive volume. On the basis of the lessons learned in Europe, this volume indicates how carbon-energy taxation could usefully be combined with emissions trading, and discusses implications for future international climate policy, including how the IPCC recommendations for a gradual escalation in carbon price could be accomplished while preventing carbon leakage.

Book excerpt: In 1982 the International Association on Water Pollution Research and Control (IAWPRC), as it was then called, established a Task Group on Mathematical Modelling for Design and Operation of Activated Sludge Processes. The aim of the Task Group was to create a common platform that could be used for the future development of models for COD and N removal with a minimum of complexity. As the collaborative result of the work of several modelling groups, the Activated Sludge Model No. 1 (ASM1) was published in 1987, exactly 25 years ago. The ASM1 can be considered as the reference model, since this model triggered the general acceptance of wastewater treatment modelling, first in the research community and later on also in practice. ASM1 has become a reference for many scientific and practical projects, and has been implemented (in some cases with modifications) in most of the commercial software available for modelling and simulation of plants for N removal. The models have grown more complex over the years, from ASM1, including N removal processes, to ASM2 (and its variations) including P removal processes, and ASM3 that corrects the deficiencies of ASM1 and is based on a metabolic approach to modelling. So far, ASM1 is the most widely applied. Applications of Activated Sludge Models has been prepared in celebration of 25 years of ASM1 and in tribute to the activated sludge modelling pioneer, the late Professor G.v.R. Marrais. It consists of a dozen of practical applications for ASM models to model development, plant optimization, extension, upgrade, retrofit and troubleshooting, carried out by the members of the Delft modelling group over the last two decades.
