This book was released on 1986-03 with total page 468 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. Finally, he explores the implications of his findings for concepts such as autonomy, corporatism, and privatization. His multifaceted study is a major contribution to the literature on Latin American studies, comparative politics, and higher education.

Book excerpt: With its comprehensive coverage and quality this provocative book is concerned with the future of developing countries in Africa, Asia and Latin America. By providing in-depth analysis of the economic, social and educational challenges of emerging states it offers an alternative roadmap to development. The authors in this collection substantiate the notion that emerging states often do not participate in policy choices related to their development when faced with universalization of curriculum and internationalization of education. The authors make explicit the direct and indirect effects of globalization on educational systems, social equity, and the path of development. In demonstrating the impact of neoliberalism or market-based reforms on the developing world, the authors show that education without human rights is vulnerable to negative forces of globalization and internationalization. The message of the book is quite pessimistic about possibilities to widen the economic space or increase freedom, unless development cooperation is made possible by “Helping People Help Themselves” as suggested by David Ellerman. The authors note that in the past, the issue of emerging states as an appendage to the world economy was a fundamental question related to colonialism, but now has become a question of imperialism which needs to be examined when considering the current patterns of development.

Available in PDF, EPUB and Kindle. Book excerpt: Undoubtedly the most important development in higher education in recent years has been the seemingly inexorable expansion of national systems. In a comparatively short time period many countries have moved from an elite to a mass model. Furthermore, expansion has invariably changed the whole experience of higher education for all the interested parties from, presidents, rectors and vice-chancellors to first-term undergraduates. Structuring Mass Higher Education examines the impact of this change upon the existing national structures of higher education. It also defines and highlights what makes an ‘elite’ university – something which institutions must strive for in order to gain their position as global players. With case studies and contributions from a wide range of international authors, the book explores questions such as: Do higher education institutions retain a national significance, even though the vestiges of an international reputation have long faded? Has expansion undermined the quality of higher education because governments sought to expand "on the cheap"? Is the elite institutional response to mass higher education perceived as a threat to be responded to with purposeful action that sustains their elite status? Does the emergence of the international league tables pose a challenge to those responsible for governing elite institutions? These are critical issues with which both policy-makers and institutional leaders will have to grapple over the next ten years, making Structuring Mass Higher Education a timely, relevant, and much needed text. It will appeal to policy makers and practitioners within higher education as well as student and scholars worldwide.

These emerging and disruptive technologies are immersed in our lives, from apps in mobile devices, the purchases we make on the internet streaming platforms, and even court decisions and predictive policing. Together with science and certain needs, relevant implementations of AI and robotics arise, related to its transparency, resulting in biases, the kinds of applications that can be implemented, and the degree of workforce replacement in decision-making assistance. It is essential to analyze the widely used AI techniques, the application of these technologies in different sectors, the implications of AI and robotics on society and welfare, and more. The Handbook of Research on Applied Artificial Intelligence and Robotics for Government Processes presents state-of-the-art research on AI and robotics in different fields of knowledge, its benefits, applications, and implications. It features chapters containing theoretical and practical research that analyzes the transparency and expandability of AI in different fields, as well as the analysis of unexpected results, biases, and cases of discrimination. Covering topics such as criminal intelligence, artificial intelligence-based chatbots, and gender violence, this major reference work is an excellent resource for government officials, practitioners in the public sector, business administrators and managers, IT professionals, law enforcement, federal agencies, students and faculty of higher education, researchers, and academicians.
