It draws conclusions from the European Regional Technology Plans and Regional Innovation Strategies, both in old industrialised areas and in regions where development is slow, and compares this with US and Canadian experiences. Anticipating the enlargement of the EU, Regional Innovation Strategies also assesses the growing interest in the subject within policy, academic and practitioner circles in Central and Eastern European countries. This book aims to provide information on the new regional innovation polices and gives the first assessment of this promising pool of regional experiences.

Book excerpt: At the turn of the twenty-first century, with the amount of money emigrants sent home soaring to new highs, governments around the world began searching for ways to capitalize on emigration for economic growth, and they looked to nations that already had policies in place. Morocco and Mexico featured prominently as sources of "best practices" in this area, with tailor-made financial instruments that brought migrants into the banking system, captured remittances for national development projects, fostered partnerships with emigrants for infrastructure design and provision, hosted transnational forums for development planning, and emboldened cross-border political lobbies. In Creative State, Natasha Iskander chronicles how these innovative policies emerged and evolved over forty years. She reveals that the Moroccan and Mexican policies emulated as models of excellence were not initially devised to link emigration to development, but rather were deployed to strengthen both governments' domestic hold on power. The process of policy design, however, was so iterative and improvisational that neither the governments nor their migrant constituencies ever predicted, much less intended, the ways the new initiatives would gradually but fundamentally redefine nationhood, development, and citizenship. Morocco's and Mexico's experiences with migration and development policy demonstrate that far from being a prosaic institution resistant to change, the state can be a remarkable site of creativity, an essential but often overlooked component of good governance.

Book excerpt: Science communication, as a multidisciplinary field, has developed remarkably in recent years. It is now a distinct and exceedingly dynamic science that melds theoretical approaches with practical experience. Formerly well-established theoretical models now seem out of step with the social reality of the sciences, and the previously clear-cut delineations and interacting domains between cultural fields have blurred. Communicating Science in Social Contexts examines that shift, which itself depicts a profound recomposition of knowledge fields, activities and dissemination practices, and the value accorded to science and technology. Communicating Science in Social Contexts is the product of long-term effort that would not have been possible without the research and expertise of the Public Communication of Science and Technology (PCST) Network and the editors. For nearly 20 years, this informal, international network has been organizing events and forums for discussion of the public communication of science.

Book excerpt: An Unruly World? examines how fast transnational capitalism is re-making the rules of the game throughout the world of the late twentieth century. Ranging in focus from analyses of "soft capitalism" and the rhetoric of speed in US political discourse, to the post-Cold War organizational drives of international trade unions, and the efforts of citizen groups to challenge trade and financial regimes, the chapters analyse the diverse conundrums thrown up by a seemingly unruly globalization. Whereas contemporary literature appears to argue that the process of globalization is leading to an increasingly uncontrollable world, this book suggests that this is not, however, a world bereft of rules and rulers. Indeed the rules governing the global economy are today more strictly enforced by intellectual organization and the rhetoric of neoliberalism than ever before.

Book excerpt: The Foundations of Adult Education in Canada (Second Edition) is an essential textbook for practitioners and students of adult education. This is a full-length examination of the nature and scope of adult education as it has evolved in Canada over the past 150 years, with particular emphasis on recent experiences. This edition updates much of the material in the book, providing coverage of developments during the nineties. In addition, it includes three entirely new chapters: adult education in Quebec; women and adult education; and the future prospects of the field. There is expanded treatment of several topics, including education in the labour movement, the impact of technological developments and the expansion of distance education, among others. The Foundations of Adult Education in Canada is essential reading for practitioners and students of adult education.
