Book excerpt: Although necessary and often first rate, technocratic solutions alone have been ineffective in delivering real change or lasting results in governance reforms. This is primarily because reform programs are delivered no in controlled environments, but under complex, diverse, sociopolitical and economic conditions. Real-world conditions. In political societies, ownership of reform programs by the entire country cannot be assumed, public opinion will not necessarily be benign, and coalitions of support may be scare or nonexistent, even when intended reforms really will benefit those who need them most. While the development community has the technical tools to address governance challenges, experience shows that technical solutions are often insufficient. Difficulties arise when attempts are made to apply what are often excellent technical solutions. Human beings--either acting alone or in groups small and large--are not as amenable as are pure numbers, and they cannot be ignored. In the real world, reforms will not succeed, and they will certainly not be sustained, without the correct alignment of citizens, stakeholders, and voice. 'Governance Reform under Real-World Conditions: Citizens, Stakeholders, and Voice' is a contribution to efforts to improve governance systems around the world, particularly in developing countries. The contributors, who are academics and development practitioners, provide a range of theoretical frameworks and innovative approaches and techniques for dealing with the most important nontechnical or adaptive challenges that impede the success and sustainability of reform efforts. The editors and contributors hope that this book will be a useful guider for governments, think tanks, civil society organizations, and development agencies working to improve the ways in which governance reforms are implemented around the world.

The newly elected government that came together in mid-2001 faced a skeptical and suspicious public, with no magic bullet for achieving legitimacy. Many argued that the future of democracy was at stake, and that the government's ability to decentralize and incorporate new actors in decision-making processes was critical. Toward that end, the country's political elite devolved power to subnational governments and designed new institutions to encourage broader citizen participation. By 2002, Peru's participatory decentralization reform (PDR) was finalized and the experiment began. This book explores the possibilities and limitations of the decision to restructure political systems in a way that promotes participation. The analysis also demonstrates the power that political, historical, and institutional factors can have in the design and outcomes of participatory institutions. Using original data from six regions of Peru, political scientist Stephanie McNulty documents variation in PDR implementation, delves into the factors that explain this variation, and points to regional factors as prime determinants in the success or failure of participatory institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the Americas, a boom in oil, gas, and mining development has pushed the extractive frontier deeper into Indigenous territories. Centering on a long-term study of Enron and Shell’s Cuiabá pipeline, From Enron to Evo traces the struggles of Bolivia’s Indigenous peoples for self-determination over their lives and territories. In his analysis of their response to this encroaching development, author Derrick Hindery also sheds light on surprising similarities between neoliberal reform and the policies of the nation’s first Indigenous president, Evo Morales. Drawing upon extensive interviews and document analysis, Hindery argues that many of the structural conditions created by neoliberal policies—including partial privatization of the oil and gas sector—still persist under Morales. Tactics employed by both Morales and his neoliberal predecessors utilize the rhetoric of environmental protection and Indigenous rights to justify oil, gas, mining, and road development in Indigenous territories and sensitive ecoregions. Indigenous peoples, while mindful of gains made during Morales’s tenure, are increasingly dissatisfied with the administration’s development model, particularly when it infringes upon their right to self-determination. From Enron to Evo demonstrates their dynamic and pragmatic strategies to cope with development and adversity, while also advancing their own aims. Offering a critique of both free-market piracy and the dilemmas of resource nationalism, this is a groundbreaking book for scholars, policy-makers, and advocates concerned with Indigenous politics, social movements, environmental justice, and resistance in an era of expanding resource development.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses a growing area of concern for scholars and development practitioners: discriminatory gender norms in legally plural settings. Focusing specifically on indigenous women, this book analyses how they, often in alliance with supporters and allies, have sought to improve their access to justice. Development practitioners working in the field of access to justice have tended to conceive indigenous legal systems as either inherently incompatible with women’s rights or, alternatively, they have emphasised customary law’s advantageous features, such as its greater accessibility, familiarity and effectiveness. Against this background – and based on a comparison of six thus far underexplored initiatives of legal and institutional change in Ecuador, Peru, and Bolivia – Anna Barrera Vivero provides a more nuanced, ethnographic, understanding of how women navigate through context-specific constellations of interlegality in their search for justice. In so doing, moreover, her account of ongoing political debates and local struggles for gender justice grounds the elaboration of a comprehensive conceptual framework for understanding the legally plural dynamics involved in the contestation of discriminatory gender norms.

Book excerpt: Exploring a topic of vital and ongoing importance, Traditional Forest Knowledge examines the history, current status and trends in the development and application of traditional forest knowledge by local and indigenous communities worldwide. It considers the interplay between traditional beliefs and practices and formal forest science and interrogates the often uneasy relationship between these different knowledge systems. The contents also highlight efforts to conserve and promote traditional forest management practices that balance the environmental, economic and social objectives of forest management. It places these efforts in the context of recent trends towards the devolution of forest management authority in many parts of the world. The book includes regional chapters covering North America, South America, Africa, Europe, Asia and the Australia-Pacific region. As well as relating the general factors mentioned above to these specific areas, these chapters cover issues of special regional significance, such as the importance of traditional knowledge and practices for food security, economic development and cultural identity. Other chapters examine topics ranging from key policy issues to the significant programs of regional and international organisations, and from research ethics and best practices for scientific study of traditional knowledge to the adaptation of traditional forest knowledge to climate change and globalisation.

This book was released on 2019-09-30 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: As one of South America’s larger capital cities, Lima, Peru, is remarkably understudied as a demographic and economic entity unto itself. In this important book, Henry Dietz presents an in-depth historical, sociological, and political analysis of a major Latin American city in the post–World War II period. Dietz examines electoral data for Lima’s districts from six censuses conducted between 1940 and 2007, framed against a backdrop of extensive demographic data for the city, to trace the impact of economic collapse and extended insurgency on Lima and its voters. Urbanization in Lima since World War II has at times been rapid, violent, and traumatic, and has resulted in marked social inequalities. Dietz looks at how equity across the city has not in general improved; Lima is today segregated both spatially and socially. Dietz asks if and how a high degree of segregation manifests itself politically as well as socially and spatially. Do urban dwellers living under profound and enduring social segregation consistently support different parties and candidates? As institutional political parties have faded since the 1990s and have been replaced by personalist movements, candidacies, and governments, Dietz explores how voters of different social classes behave. The result is a vital resource for researchers seeking well-contextualized information on elections and economics in Peru. This book will be of interest to scholars of politics or economics, especially in Latin America, but also to a much wider audience interested in how the developments in Lima, Peru, affect the global sociopolitical climate.

Available in PDF, EPUB and Kindle. Book excerpt: In the global North the commoditization of creativity and knowledge under the banner of a creative economy is being posed as the post-industrial answer to dependency on labour and natural resources. Not only does it promise a more stable and sustainable future, but an economy focused on intellectual property is more environmentally friendly, so it is suggested. Contested Powers argues that the fixes being offered by this model are bluffs; development as witnessed in Latin American energy politics and governance remains hindered by a global division of labour and nature that puts the capacity for technological advancement in private hands. The authors call for a multi-layered understanding of sovereignty, arguing that it holds the key to undermining rigid accounts of the relationship between carbon and democracy, energy and development, and energy and political expression. Furthermore, a critical focus on energy politics is crucial to wider debates on development and sustainability. Contested Powers is essential reading for those wondering how energy resources are converted into political power and why we still value the energy we take from our surroundings more than the means of its extraction.

Book excerpt: During the course of the last decades, the state experienced a revival on the scene of international development as there has been a growing acknowledgment amongst the international development community that the state plays a key role in enabling development in a specific society. Therefore, the role of the state and especially the concept of state-building have occupied a central place in the development discourse. In that respect, a growing interest has manifested itself in the discussion and analysis around so-called "fragile states". The author discussed the development discourse around that state-building paradigm in general and focuses through its field research in Colombia specifically on the question of the state legitimacy in so-called fragile contexts.
