Book excerpt: The present document provides a summary of the progress made by the Economic Commission for Europe (ECE) and the United Nations Member States in implementing the ECE Strategy for Education for Sustainable Development (ESD) during the implementation phase 2017-2019 (also referred to as the “implementation phase IV”). The present synthesis report is based on the analysis of 34 national implementation reports submitted by Member States for that phase. The national implementation reports, reveal that many countries have policies in place to support ESD but the challenge remains of coordinating those policies and increasing the number of countries with national implementation plans for ESD, as observed during the previous implementation phases. Many countries have expanded policies to the non-formal and informal sectors, encouraged synergies and involved various stakeholders in ESD. However, the 'whole-institution approach' needs to be re-examined and further implemented in the context of some countries, mainly in relation to incentives and policies. In almost all countries, educators reported having received training on ESD competences during pre- and in-service training. Tools and materials for ESD are widely produced through national strategies and investment of public money, but more needs to be done in terms of dissemination and accessibility of materials and the establishment of quality control criteria. Many Governments recognize the need to connect research to ESD policy and practice. Concerning the promotion of research and development, the weakest element is the evaluation of the Strategy's outcomes.

It also responds to requests for global leadership and stronger regional and national coordination and the need for a whole-of-society response to achieve a paradigm shift in both supporting and valuing all people being regularly active according to ability and across the life course. The action plan was developed through a worldwide consultation process involving governments and key stakeholders across multiple sectors including health sports transport urban design civil society academia and the private sector.

The environmental assessments of the pan-European region provide up-to-date and policy-relevant information on the interactions between the environment and society. The assessments have been a consistent feature of the Environment for Europe process from 1995 to 2022. At its twenty-fifth session (Geneva, 13-15 November 2019), the UNECE Committee on Environmental Policy selected a limited indicator-based and thematic assessment from among the options for the seventh pan-European environmental assessment. The main objective of the seventh assessment is to provide decision-makers with adequate information to take informed policy decisions at the Ninth Environment for Europe Ministerial Conference (Nicosia, 5-7 October 2022), both on broader environmental issues and trends and on the two conference themes on (a) “Greening the economy in the pan-European region: working towards sustainable infrastructure” and (b) “Applying principles of circular economy to sustainable tourism”. The seventh edition of the pan-European environmental assessment provides an overview of the current state and trends of the environment in Europe and Central Asia based on selected indicators, and of the challenges that are faced. It also provides policy recommendations to UNECE member States. Its release gives an opportunity for tracking progress achieved in meeting global and regional policy goals, including the Sustainable Development Goals and targets, and offers information to enable a societal transition towards more sustainable and circular economies in the face of an alarming planetary change.

Data were collected using a policy questionnaire addressed to and completed by the National Research Coordinator(s) (NRC) of Chile, the Czech Republic, Denmark, Estonia, Italy, Poland, the Russian Federation and the United States. The countries that participated provide interesting illustrations of early childhood education policy in action in a range of diverse contexts. Analysis of the systemic and structural results of ECE policy at national and, where necessary, subnational levels, enables transnational comparisons in policy and systems. Key policy changes, both underway and planned, are documented. These data reveal key findings in each of the five policy areas as covered in the questionnaire and this report: public policy; delivery models and providers; participation and enrollment; quality assurance systems; and expectations for child outcomes. In particular, the study aims to provide meaningful information for countries, states and jurisdictions across the world in relation to early childhood education, mapping the systems, structures and user pathways in place, along with the perceptions of stakeholders about the system, its functioning and impact. This comprehensive assessment of the wider policy contexts and settings for early childhood education includes teacher/practitioner qualifications, pedagogy approaches, and opportunities for professional development. Such information will enable countries to review their early childhood education systems in an international context.
