Book excerpt: The deteriorated condition of the Lake Erie water resource, which had been well publicized during the 1960's contributed to the decline in the fishing industry and prohibited the full recreational use of the lake. Lake Erie, like many similar lakes exposed to cultural changes in the drainage basins, was undergoing accelerated eutrophication. A eutrophic lake is characterized by high algal production, turbidity, and at times, low oxygen content. These conditions combine to cause unpleasant tastes and odors, nuisance weeds on surface waters and on beaches, and a general degradation of the lake's ecosystem which leads to less desirable fish species in the lake. This study has established some of the important cause and effect relationships that have contributed to this accelerated eutrophication. The major pollutant responsible for the eutrophication, or advanced aging of the lake, is the nutrient, phosphorus. A specific plan has been developed which will lead to significant improvement in the quality of Lake Erie water and bring about a restoration of this vital fresh water resource. This management plan addresses the cause and effect relationships between land use in drainage basin and the level of phosphorus concentrations in the lake. The implication of the findings is that land management will be equally important as municipal and industrial wastewater renovation in the development of an overall plan for the reduction of phosphorus loadings to Lake Erie. Book excerpt: Available phosphorus soil test levels in Ohio and Michigan agricultural soils have increased steadily since the 1960's. These increases are reported here, by county, for those counties in the Lake Erie Basin of these two states. An economic analysis of phosphate fertilizer use in Ohio Lake Erie Basin counties for corn, soybeans and wheat, shows that there is an overuse of phosphate on corn and insufficient P fertilization of soybeans. P fertilizer use on wheat is at the economic optimum. The dissolved and particulate phosphate load reductions which could be obtained by reducing available P in agricultural soils from their 1980 levels down to the sufficiency level for corn and soybeans were estimated for the Ohio and Michigan Lake Erie counties. Reductions were small compared to the reductions which could be achieved with conservation tillage, but could become more significant if available phosphorus level in Basin agricultural soils continue to rise. The costs and phosphorus reductions obtainable with a side range of agricultural management practices were compared. Conservation tillage offered the most cost-effective means of greatly reducing the agricultural diffuse phosphorus load to Lake Erie. (Author).

The various calculational techniques for analyzing data obtained from Lake Erie tributaries are presented. These calculations were developed to determine the source of the phosphorus and to quantify the input to the lake. The source and quantity of phosphorus devised for Lake Erie. The first section of this report presents the basic concepts, mass balances (that applied to the water and that applied to the phosphorus), and force relationships. The second section of this report concerns the quantification of total phosphorus input to Lake Erie river basins and shortline sources. A computational method called the Flow Interval Method was devised to permit the calculaion of total phosphorus influx without measuring the total phosphorus concentration for the entire year. Another important aspect of reducing total phosphorus influx from river basins is the understanding of the transport processes in rivers. The third section of this report concerns the transport of total phosphorus during storm events. The fourth section of this report presents the derivation of the necessary equations used to calculate the distance of the travel density function form measurements of the water flow rate and the total phosphorus concentrations at a point in the stream.

The first of two sections of this report analyzes information on the amount of sediments delivered to Lake Erie and discusses historical trends in sediment yield. There are two primary sources of data: (1) measurements of suspended sediment load made in some of the tributary rivers and (2) analyses of shoreline erosion and sedimentation rates in Lake Erie. These lead to a subsequent analysis of the sediment budget. Since the loading of contaminants to the lake is manifested by sedimentation, results are presented of analyses of contamination inputs from bottom coring. Trends in precipitation, runoff, and lake levels have been analyzed and are presented followed by the calculation and tabulation of the average surface water runoff to Lake Erie. The second section of the report deals primarily with the sources and inputs of the two nutrients, phosphorus and nitrogen, to Lake Erie. There is little specific information on those inputs, and, therefore, information has been assembled from other locations on the sources of these nutrients. The historical growth in population in the Lake Erie Basin has also been traced.

Book excerpt: Previous research in the Lake Erie Wastewater Management Study (LEWMS) points to the existence of economic incentives to reduce soil erosion on many row crop acres. One of the mechanisms for reducing soil erosion and ultimately phosphorus loadings in Lake Erie is the adoption of reduced tillage technologies on selected soils series. The general purpose of this analysis is to rank geographic areas in the Lake Erie basin with respect to the apparent economic incentive for the adoption of reduced tillage technologies. At this point in time, the analysis investigates only 'apparent' economic incentives. Reduced tillage technologies are used on a widespread basis; thus, analysis of the results of using these technologies are projections based on research results rather than actual farm experience.
