Book excerpt: Phase II testing of four prehistoric sites (38SU132, 38SU133, 38SU135, and 38SU145) and three historic sites (38SU149, 38SU212, and 38SU213) at the Poinsett Electronic Combat Range, South Carolina, was conducted by New South Associates, subcontractor for Geo-Marine, Inc., for the U.S. Army Corps of Engineers, Fort Worth District, and the U.S. Air Force, Shaw Air Force Base (AFB). These sites will be adversely impacted by construction by Shaw AFB of a fence and a new target array on Poinsett Range and were evaluated under Section 106 of the National Historic Preservation Act of 1966, as amended through 1992 (P.L. 89-665; 80 Stat. 915; 16 U.S.C. 470 et seq). The three historic sites (38SU149, 38SU212, and 38SU213) will be affected by fence construction, while the four prehistoric sites (38SU132, 38SU133, 38SU135, and 38SU145) will all be affected by construction of the new target array. All of the sites were identified during a Phase I survey of a portion of the weapons range by Kreisa, Clement, Grunden, Quattlebaum, Smith, Balek, and McDowell (1996) and were recommended for further testing to determine their National Register eligibility at that time. The prehistoric sites are located in a proposed target area and the historic sites within a fence line construction clear cut zone. The testing phase was performed in order to determine the nature and significance of these sites as well as to gather information which would facilitate the responsible management of these resources. Most of PECR is located in Sumter County's Manchester Township, with the southern end extending into Fulton, and the eastern edge crossing over into Privateer. The five sites under examination are, from north to south, 38SU195, 38SU1A8, 38SU140, 38SU1 88, and 38SU209. Of these five, three were originally recorded as historic sites (095, 148, and 1 88), one was prehistoric (140), and the fifth (209) contained both historic and prehistoric components. These five sites are found from the northwest quadrant of the PECR, to the south- east corner, and cover every type of terrain found on the Range. The testing phase was performed in order to determine the nature and significance of these sites as well as to gather information, which would facilitate the responsible management of these resources. The work was conducted in accordance with, and in partial fulfillment of, the U.S. Air Force obligations under the National Historic Preservation Act of 1966, as amended (PL-93-291), the Air Force Instruction on Cultural Resource Management (AFI 32- 7065), the National Environmental Policy Act of 1969 (PL- 90-190), Executive Order #11593, "Protection and Enhancement of the Cultural Environment," American Indian Religious Freedom Act (AIRFA) of 1978, Native American Graves Protection and Repatriation Act (NAG- PRA) of 1990, and ACC Policy on Curation of Archeological Collections (15 June 1998).

Book excerpt: Considers the Native American abandonment of the South Carolina coast A prevailing enigma in American archaeology is why vast swaths of land in the Southeast and Southwest were abandoned between AD 1200 and 1500. The most well-known abandonments occurred in the Four Corners and Mimbres areas of the Southwest and the central Mississippi valley in the twelfth and thirteenth centuries and in southern Arizona and the Ohio Valley during the fifteenth century. In Megadrought in the Carolinas: The Archaeology of Mississippian Collapse, Abandonment, and Coalescence, John S. Cable demonstrates through the application of innovative ceramic analysis that yet another fifteenth-century abandonment event took place across an area of some 34.5 million acres centered on the South Carolina coast. Most would agree that these sweeping changes were at least in part the consequence of prolonged droughts associated with a period of global warming known as the Medieval Climatic Anomaly. Cable strengthens this inference by showing that these events correspond exactly with the timing of two different geographic patterns of megadrought as defined by modern climate models. Cable extends his study by testing the proposition that the former residents of the coastal zone migrated to surrounding interior regions where the effects of drought were less severe. Abundant support for this expectation is found in the archaeology of these regions, including evidence of accelerated population growth, crowding, and increased regional hostilities. Another important implication of immigration is the eventual coalescence of ethnic and/or culturally different social groups and the ultimate transformation of societies into new cultural syntheses. Evidence for this process is not yet well documented in the Southeast, but Cable draws on his familiarity with the drought-related Puebloan intrusions into the Hohokam Core Area of southern Arizona during the thirteenth and fourteenth centuries to suggest strategies for examining coalescence in the Southeast. The narrative concludes by addressing the broad implications of late prehistoric societal collapse for today’s human-propelled global warming era that portends similar but much more long-lasting consequences.
