Available in PDF, EPUB and Kindle. Book excerpt: This book considers the effectiveness of insurance coverage for low-probability, high-consequence events such as natural disastersâ€"and how insurance programs can successfully be used with other policy tools, such as building codes and standards, to encourage effective loss reduction measures. The authors discuss the reasons for the dramatic increase in insured losses from natural disasters since 1989 and the concern that insurers have about their ability to provide coverage against more such events in the future. It addresses why there has been an increasing demand for hazards insurance, what types of coverage private insurers are willing to offer, and the role of reinsurance and private-/public-sector initiatives at the state and federal levels for providing protection to victims of natural disasters. Detailed case studies of the challenges facing Florida in the wake of Hurricane Andrew in 1992 and California following the Northridge earthquake in 1994 reveal the challenges facing the insurance industry as well as other concerned stakeholders. The National Flood Insurance Program illustrates how a public-/private-sector partnership can mitigate damages and provide financial protection to victims. The book identifies new initiatives for reducing future losses and providing funds for recovery through cooperation by the relevant parties.

Available in PDF, EPUB and Kindle. Book excerpt: 'Economic losses from natural disasters totaled $92 billion in 2015.' Such statements, all too commonplace, assess the severity of disasters by no other measure than the damage inflicted on buildings, infrastructure, and agricultural production. But $1 in losses does not mean the same thing to a rich person that it does to a poor person; the gravity of a $92 billion loss depends on who experiences it. By focusing on aggregate losses—the traditional approach to disaster risk—we restrict our consideration to how disasters affect those wealthy enough to have assets to lose in the first place, and largely ignore the plight of poor people. This report moves beyond asset and production losses and shifts its attention to how natural disasters affect people’s well-being. Disasters are far greater threats to well-being than traditional estimates suggest. This approach provides a more nuanced view of natural disasters than usual reporting, and a perspective that takes fuller account of poor people’s vulnerabilities. Poor people suffer only a fraction of economic losses caused by disasters, but they bear the brunt of their consequences. Understanding the disproportionate vulnerability of poor people also makes the case for setting new intervention priorities to lessen the impact of natural disasters on the world’s poor, such as expanding financial inclusion, disaster risk and health insurance, social protection and adaptive safety nets, contingent finance and reserve funds, and universal access to early warning systems. Efforts to reduce disaster risk and poverty go hand in hand. Because disasters impoverish so many, disaster risk management is inseparable from poverty reduction policy, and vice versa. As climate change magnifies natural hazards, and because protection infrastructure alone cannot eliminate risk, a more resilient population has never been more critical to breaking the cycle of disaster-induced poverty.

Book excerpt: Gurenko and Lester provide a conceptual framework for designing a comprehensive risk management strategy for rapid onset natural disasters at the country level, with a particular emphasis on the role of catastrophe loss funding. The authors discuss the key policy and technical issues involved in building financially sustainable catastrophe risk transfer and funding programs in disaster prone countries and their links to risk mitigation. They also deal with the cognitive and political economy issues that are likely to arise and ways to accommodate them. This paper--a product of the Financial Sector Operations and Policy Department--is part of a larger effort in the department to develop modern risk management approaches at the country level.

Available in PDF, EPUB and Kindle. Book excerpt: This book reflects an important shift in society's definition of disaster. For centuries catastrophic events have been considered "acts of God" and therefore uncontrollable by definition. Managing Disaster is international in scope, covering such natural and man-made calamities as tornadoes in western Pennsylvania, earthquakes in Peru, flooding in the Netherlands, and toxic waste disasters. Centers for hazard studies have only recently examined the interrelated aspects of disastrous events and recognized the interaction between natural hazards and human systems. As society attempts to acquire the information and develop the skills to reduce the risks and damage from disaster, an increasingly professional public service is reconsidering its strategies and policy direction. Managing Disaster addresses this problem and the need for a new approach to teaching this subject at the university level. Twenty-three professionals and scholars in public policy and administration--rom universities, government, and the private sector--examine the basic issues confronting managers and public agencies in the face of disaster.

Book excerpt: Natural Hazards and Public Choice: The State and Local Politics of Hazard Mitigation presents a research project that emerged from a concern for estimating the balance of support versus opposition to prospective social policies that aim to reduce the risks of damage or injuries from major natural hazard events via the regulation of land use and establishment of building and occupancy standards in high-risk areas. The volume begins with an overview of the research project and the main findings. Separate chapters describe the study design; assess the views of politically influential people regarding the seriousness of natural hazards; measure the support for federal disaster policies; and consider public opinion on hazards-mitigation issues in California. Subsequent chapters cover the National Flood Insurance Program (NFIP); patterns of activity, influence, and power among key positions and groups in local communities with respect to issues involving disasters; and hazard mitigation activities at the state level.

Book excerpt: "Following the series of storms, floods and cyclones that affected many parts of Queensland and some parts of Victoria in late 2010 and early 2011, the Assistant Treasurer, the Hon Bill Shorten MP, announced on 4 March 2011 the Natural Disaster Insurance Review (the Review) ... It was the absence of flood insurance for many policyholders, particularly in Brisbane and Ipswich, that was the primary stimulus for the Review ... The fact that all home insurance policies cover storm damage including related water damage but many do not cover flood damage, which distinction is seen as arcane and artificial by many, led to a community backlash against insurers during 2011 and considerable distress, financial loss and disillusionment for many insured homeowners. Hence the theme of the Review, arising from the flood coverage problem and the full Terms of Reference of the Review, is the availability and affordability of insurance offered by the private insurance market, with particular reference to flood but also including other natural disasters."--Executive Summary.

Available in PDF, EPUB and Kindle. Book excerpt: There is No Such Thing as a Natural Disaster is the first comprehensive critical book on the catastrophic impact of Hurricane Katrina on New Orleans. The disaster will go down on record as one of the worst in American history, not least because of the government’s inept and cavalier response. But it is also a huge story for other reasons; the impact of the hurricane was uneven, and race and class were deeply implicated in the unevenness. Hartman and. Squires assemble two dozen critical scholars and activists who present a multifaceted portrait of the social implications of the disaster. The book covers the response to the disaster and the roles that race and class played, its impact on housing and redevelopment, the historical context of urban disasters in America and the future of economic development in the region. It offers strategic guidance for key actors - government agencies, financial institutions, neighbourhood organizations - in efforts to rebuild shattered communities.

Available in PDF, EPUB and Kindle. Book excerpt: We in the United States have almost come to accept natural disasters as part of our nation's social fabric. News of property damage, economic and social disruption, and injuries follow earthquakes, fires, floods and hurricanes. Surprisingly, however, the total losses that follow these natural disasters are not consistently calculated. We have no formal system in either the public or private sector for compiling this information. The National Academies recommends what types of data should be assembled and tracked.
