Book excerpt: In the first chapter of Foster Care: Global Issues, Challenges and Perspectives of the 21st Century, the authors explore modern research regarding children of foster parents around the world, including an overview of literature and the use of an online virtual platform to connect the fostering community. Experts from Canada, the United States, Ireland, Sweden, Australia, and the United Kingdom offered up their knowledge on children of foster parents as well as recommendations for the well-being of said children. Next, a study exploring the implementation of a kinship search program in a child welfare agency is presented in order to determine its benefits. The authors conclude that Kinship Researchers are generally perceived as respectful, helpful, beneficial, and valuable. Additionally, child welfare policy is examined. Later, the essential practice of traditional kinship foster care in Ghana is explored, including current legal provisions, public perception, potential challenges, and future recommendations. The authors also discuss the phenomenon of runaway youth in the foster care system. Due to the fact that children in the foster care system are twice as likely to display runaway indicators than those in the general population, this is a significant issue that warrants understanding. A description of running away in the foster care system is rendered, along with the ramifications that may occur for on-the-run youth. The next chapter deliberates on a study regarding children in out-of-home care in South Korea, comparing the service status of different placement types in terms of developmental outcomes of the children. The results indicate that children in foster care thought of their caregivers and environments more positively than those in institutional care over a period of two years. The following chapter discusses a variety of federal and state laws that address children who were abused and consequently served by the child welfare system. The authors use case studies of foster youth to demonstrate how the law has been used to secure the services, support, and resources needed to place foster youth on a pathway to a more positive future. The final chapter outlines an approach known as, Watch me Play! which encourages supported child-led play in acknowledgement of extensive training needs in the social care workforce. The authors also discuss the potential impact of exploratory and symbolic play to child development, attachment, and communication.

The current study was an exploration of successful treatment foster families from the perspective of professionals. Concept mapping, a mixed methods research design which involves participants generating ideas and stating the relationship between those ideas, was utilized in this study. Data collection occurred in two phases, idea generation and statement structuring. Participants included professionals employed with a private, not-for-profit agency who provide support to treatment foster families as part of their regular job duties. There was a total of 33 participants in the idea generation phase of data collection and 21 participants in the statement structuring phase of data collection The Concept Systems CS Global MAX TM proprietary software was used to collect and analyze the data. Findings of this study suggest that professionals view treatment foster family success as a combination of the treatment foster parents' parenting skills, qualities the treatment foster family possesses, supports the foster youth needs from the treatment foster family, supports the treatment foster family needs from others, and the match between the foster youth and treatment foster family. Additional research regarding treatment foster family success is needed and future research should include the perspectives of treatment foster families and treatment foster youth.

In 2014 there were approximately 702,000 reported incidents of child maltreatment. In this same year about 260,000 children entered into the foster care system nationwide. Children who enter the foster care system may need to be placed in certified foster care rather than a relative. This study explores the perceptions of foster parents in a rural state regarding their empowerment in four domains; leadership, opportunity role structure, social support, and group-based belief system. Participants were certified foster parents from multiple counties within the rural state. The foster parent participants were provided with information on proposed legislation which had not passed in the previous legislative session regarding a foster parent bill of rights. Foster parents were interviewed individually and assigned a pseudonym. The study found foster parents were unaware of the proposed legislation and were in support of the bill provided to them for the study. Foster parents also did not perceive they were empowered in any of the four domains identified. Participants identified areas for improvement for the experience of a foster parent and believed a foster parent bill of rights would be an important factor in the improvement of the foster parent experience.

This study utilizes an exploratory design and is guided by two research questions: 1) What are the foster parents’ experiences with the interaction and services they receive from the county agency responsible for the foster children in their home? 2) What services do foster parents believe can be enhanced to benefit the child’s well-being and the foster parent? The researcher uses Braun and Clark’s (2006) Thematic Analysis model for data analysis to code and identify common themes in the data collected from the surveys and to report the findings in summary form. The results of this study reveal that there are areas where social work practice could be improved. Foster parents are often viewed only as caregivers, or are viewed as employees of the foster family agency by the county social workers. This view may contribute to county social workers being less involved with and connected to the foster family agencies’ foster parents. The placement of children and support of foster parents is, in essence, ‘outsourced’ to the foster family agency. The findings collected from the 16 participants in this study, however, showed that foster parents need and want an established relationship with their county social workers in addition to their relationship with the foster family agency employees.
