Cette déclaration a été élaborée quatre années après la Charte de Bologne sur les politiques à l égard des PME et comporte un ensemble de recommandations d action. Elle a été adoptée par les ministres et les représentants de 72 gouvernements au cours de la Deuxième conférence ministérielle de l OCDE sur les PME qui s est tenue à Istanbul en juin 2004.
