Book excerpt: Central and Eastern European Countries are undergoing a difficult transition process with consequences for spatial development. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.

Book excerpt: Originally published in French as Le territoire européen: des racines aux enjeux globaux, this book reflects the enormous changes that Europe has seen in the past half century. In a period of immense upheaval, the continent has experienced increased integration, largely through the development of the European Union, heightened urbanization and a changing rural landscape, while economic and commercial activities have impressed their stamp on the whole scene. In this book, Jacques Robert deploys the experience amassed throughout his 35 years’ experience as adviser to European institutions in the field of territorial and regional development. The chapter on cities explains the emergence of the European urban hierarchy and the driving forces and inertia behind its evolution, while a following chapter looks at the changing role of rural areas. This material provides a historic overview of relevant policies and a discussion of future challenges. The third chapter discusses evolving paradigms of regional economic development and their impact on European regions. Next, there is a chapter on the historical roots and current processes within territorial integration. The book concludes with an examination of Europe’s place in the world at large, focussing particularly on globalization effects, climate change and new energy paradigms, which will present real challenges for decades to come. The book is unique in its combination of in-depth analysis of the evolution of European territorial policies and paradigms, but also in its geographically comprehensive approach integrating the experience of both Western and Eastern Europe. It will be of interest to academics and professionals within territorial development and spatial planning.

Available in PDF, EPUB and Kindle. Book excerpt: With the expansion of the European Union, the countries of Southeast Europe have finally been brought together within one socio-political entity. The restructuring of these economies following globalization and neoliberalization has meant that this region has become much more open to geopolitical shifts and trends. While the various countries have all entered into the slow process of European integration, the historic fragmentation of this region has led to various conflicts and contradictions in the restructuring and transition of national economies. This volume provides a theoretical and comparative overview which examines the prospects for spatial cohesion in this region. With the need to handle persisting problems and conflicts from the past while coping with new economic and political structures, Southeast Europe proves to be a challenging yet fruitful testing ground for how best to overcome fragmentation and establish a long-term process of social and economic integration.

Available in PDF, EPUB and Kindle. Book excerpt: European Union policies are intertwined with all sectors of public administration and governance in the member states, including spatial, urban and regional planning. Legal regulations like the Natura 2000 Directives, funding programmes associated with EU Cohesion Policy or strategies such as the Territorial Agenda 2030 all leave their mark on planning – yet with considerably different effects in Europe’s cities and regions. This book serves as a guide to navigate the connection points between EU policies and spatial planning by introducing the logics of EU policymaking and European spatial planning, outlining the most important EU policies with relevance for spatial planning and presenting examples, from Austria and Finland, of how EU policies are applied in domestic contexts. By exploring the Europeanisation of spatial planning ‘from within’, the book acknowledges how differential ideas about what spatial planning is and what role the EU plays therein shape the actualised impacts of EU policies. By providing a comprehensive perspective on the relevance of the European Union for spatial planning, this book is ideal for students, academics and administrators who want to grasp how the EU shapes and affects planning practice in Europe’s cities and regions.

Book excerpt: The 1990s ended with the birth of the concept of European spatial planning, which became a unique catalyst of change in Europe and in EU member states and regions. This book examines both the evolution of territorial governance at a European and transnational level and how this new type of governance affects planning at the local and regional level. It not only brings together a number of papers written by academic scholars but also several reflective contributions by practitioners. As such, this book seeks to contribute to various theoretical and empirical discussions: the institutionalization of European policy and integration; the Europeanisation of policy and planning; multi-level and multi-actor policy making; the contested nature of the knowledge base of European territorial governance and the role of visualization in politics and planning. This volume has wide-ranging appeal for academics, practitioners and students in the field of urban and regional planning, geography and European studies.

Book excerpt: This book examines some of the evolving challenges faced by EU regional policy in light of enlargement and to assess some of the approaches and trends in terms of territorial development policy and practice that are emerging out of this process. Focusing on the experiences on Central and Eastern Europe, these chapters reflect on the diversity of approaches to spatial planning and the the politics of policy formation and multi-level governance operations – from local to trans-national agendas. Promoting increased awareness and understanding of these issues is the main purpose of the book, as well as harnessing the extensive capacity and ‘knowledge’ within these countries that can greatly enrich the discourse within an enlarged ‘epistemic community’ of European spatial planning academics, practitioners and policy-makers. The recently acquired CEE dimension provides a unique opportunity to examine the evolution of existing ‘epistemic communities’ as well as to explore the potential emergence of new ones..
