Book excerpt: Diplomarbeit aus dem Jahr 2005 im Fachbereich Führung und Personal - Sonstiges, Note: 1,3, Fachhochschule Erfurt, Sprache: Deutsch, Abstract: Der Stellenwert der kleinen und mittelständischen Unternehmen (im folgenden kurz KMU genannt) in Deutschland ist trotz der sich ständig verschärfenden Wettbewerbsbedingungen, der Arbeitsmarktpolitik der Bundesregierung, der damit zusammenhängenden wachsenden Insolvenzen jedes Jahr, dem Globalisierungstrend der Großunternehmen und dem immer weiter fortschreitenden demographischen Wandel hoch. Weit mehr als die Hälfte aller Arbeitnehmer in Deutschland sind in KMU beschäftigt und erwirtschaften dabei auch den Großteil des Bruttoinlandproduktes. Jedoch weisen KMU oft einen Mangel an qualifizierten Mitarbeitern und insbesondere in deren Beschaffung auf. Dies hängt häufig von der Unternehmerauffassung über die „Ressource Mensch“ sowie über das Image ab. Unternehmen, die erkannt haben, dass die Mitarbeiter bzw. das Stammpersonal der entscheidende Erfolgsfaktor in einer Dienstleistungs- und Wissensgesellschaft für die Qualität und die Ergebnisse des Unternehmens sind, erzielen einen entscheidenden Wettbewerbsvorsprung gegenüber ihren Konkurrenten. So wie die Finanzen, der Vertrieb oder die Produktion optimal organisiert werden müssen, so muss auch dem Management des Personals eine besondere Aufmerksamkeit zu Teil werden. Ein langfristiger Unternehmenserfolg bedingt daher auch eine an der Strategie ausgerichtete Personalsteuerung. Was nützt einem Unternehmen die neueste Technik oder die neuesten Produktionsanlagen, wenn es das Personal zur effizienten Steuerung dieser nicht hat? Trotzdem wird das Personalmanagement in vielen KMU heute immer noch „klein“ geschrieben. Die kleinen und mittelständischen Unternehmen sind historisch bedeutend gewachsen, ohne jedoch dabei entsprechende Strategien respektive Personalstrategien aufzubauen. Früher haben viele Unternehmen Personalstrategien lediglich als eine unnötige, eher Berater bzw. Wissenschaftler getriebene Fiktion angesehen. Inzwischen hat sich diese Auffassung jedoch stark geändert. Sicherlich ist nicht auf jedem Stück Papier, wo „Personalstrategie“ draufsteht, auch eine entsprechende personalwirtschaftliche Strategie enthalten, aber gerade die erfolgreichen Unternehmen wissen, dass sie hier ein wichtiges Instrument haben, das es gerade in wirtschaftlich schlechteren Zeiten zu nutzen gilt.
